Accelerating the national informatization construction is an important strategic decision made by the CPC Central Committee and the State Council in line with the development trend of world informatization, and the government informatization construction is an important part of the national informatization construction. During the "Eleventh Five-Year Plan" period, China's government informatization construction has been rapidly promoted and the level of informatization has been continuously improved. After years of hard work, substantial progress has been made in a series of informatization projects such as office automation, informatization of important fields and key businesses, and basic guarantee of network and information security for party committees, people's congresses and their standing committees at all levels, government departments and relevant government agencies of the CPPCC, courts and procuratorates (hereinafter referred to as government departments), and nearly 100 major informatization projects such as Golden Shield, Golden Crown, Golden Choi, Golden Tax, Golden Audit and Golden Farmers have been built one after another. Relevant business information systems have been put into operation smoothly, and government websites at all levels have become an important channel for information disclosure, online service and convenience service, which has played an important role in strengthening scientific and democratic decision-making, ensuring the efficient operation of government departments, promoting the deep integration of informationization and industrialization, ensuring information security and promoting economic and social development. But at the same time, we must be soberly aware that there are still some prominent contradictions and problems in the current government informatization construction in China, which need to be studied and solved as soon as possible. Mainly: a number of important information systems to serve the public and improve people's livelihood need to be accelerated, information sharing, business collaboration and service applications need to be further improved, and the network and information security situation is not optimistic.
The "Twelfth Five-Year Plan" period is a crucial period for building a well-off society in an all-round way, deepening reform and opening up, accelerating the transformation of economic development mode, and an important stage for the in-depth development of government informatization in China. Compiling and implementing the Twelfth Five-Year Plan for the Construction of National Government Information Project is a basic requirement and an important measure to strengthen top-level design, strengthen planning guidance and vigorously promote the construction of national government information project. It is also a concrete plan to implement the Outline of the Twelfth Five-Year Plan for National Economic and Social Development of the People's Republic of China and the National Informatization Development Strategy for 2006-2020. The Twelfth Five-Year Plan for the Construction of National Government Information Projects is an important basis for the arrangement of major government information projects invested by the state during the Twelfth Five-Year Plan period.
