Article 1 In order to encourage overseas students to work in our city, give full play to their expertise in economic management, science and technology, and serve as a bridge for external contacts, and promote the economic development and social progress of our city, these Provisions are formulated in accordance with the relevant provisions of the state and the province, combined with the actual situation of our city. Article 2 The term "overseas students" as mentioned in these Provisions refers to overseas students who have gone abroad to obtain a bachelor's degree or above in accordance with state regulations or at their own expense. Including those who have returned from studying abroad and worked abroad and have obtained foreign nationality or long-term (permanent) residency and re-entry qualification in the country where they studied. Article 3 The personnel administrative department of the municipal, district and county (city) people's governments is the comprehensive administrative department for the introduction of overseas students. City, district, county (city) planning, science and technology, foreign affairs, public security, national security, education, finance, real estate, labor, insurance and other relevant departments shall, according to their respective functions and duties, do a good job in introducing overseas students to work in our city and create the necessary conditions for overseas students to work in Shenyang. Article 4 The introduction of overseas students shall focus on high-level overseas students. Mainly including pillar industries, high-tech industries, key projects and other new economic growth points in our city, which are in urgent need of senior engineering and technical personnel and senior management personnel; Academic leaders in key disciplines or scientific and technological innovation fields in universities and scientific research institutions; Persons who have obtained or have obtained patented inventions or proprietary technologies that have industrial development prospects and can bring remarkable economic and social benefits; Persons who have obtained doctoral or master's degrees abroad. Fifth overseas students who come to work in our city can be transferred in according to their own wishes, employed on a regular basis or served part-time, and come and go freely. As long as you have a valid China passport and a foreign re-entry visa, you can leave the country at any time without going through the examination and approval procedures. Sixth overseas students can come to work or serve in our city in the following ways:

(a) to work in state organs or enterprises and institutions;

(two) to give lectures or consult in our city;

(three) to carry out academic exchanges, scientific research cooperation or undertake scientific research projects in high-tech and emerging disciplines;

(four) in the form of technology shares and investment. , the establishment of joint ventures, wholly-owned or cooperative high-tech enterprises, consulting institutions, etc. ;

(five) as an administrative department consultant or consultant;

(six) as a high-tech industry, pillar industries, key projects, emerging industries and other units or projects of senior positions or technical consultants;

(seven) working in the offices outside the country (territory) of our city, or being employed as an information officer and salesman outside the country (territory) of our city and its subordinate units. Seventh overseas students can choose their work units according to their own expertise, and they can also be recommended or arranged by the personnel administrative department of the city, district and county (city) and the talent market to the employer. Eighth overseas students to settle in our city, their spouses and minor children can move in, free of urban infrastructure construction fees, belonging to agricultural registered permanent residence, can be transferred to non-agricultural registered permanent residence. The accompanying spouses of returned overseas students can arrange work or give priority to employment according to their own conditions. Returned overseas students who have obtained master's and doctoral degrees are enrolled in primary and secondary schools with their children. The education administrative department at the place where the household registration is located will arrange for them to attend schools with better teaching quality, and special care will be given to them to take the entrance examination for secondary schools. Take part in the entrance examination of municipal colleges and universities, and take care of them according to the entrance policy of returned overseas Chinese children. Tenth overseas students who have gone through the formalities of resignation or resignation before going abroad may be reinstated or re-registered (employed) by the employing unit in the municipal personnel administrative department after coming to work in Shenyang. The study years of overseas students who have obtained master's and doctoral degrees abroad can be calculated continuously with their working years in China. Need to pay social pension insurance, unemployment insurance, medical insurance and other expenses, in addition to pay the part that should be borne by individuals, the rest is paid by the employer. Article 11 Overseas students with master's or doctor's degrees, except those with foreign nationality, may work in state organs because of their work needs. Returned students with doctoral degrees can be assigned corresponding leadership positions or non-leadership positions within the scope of preparation, regardless of the number of positions. Twelfth overseas students who need to assess their professional and technical qualifications may directly apply to participate in the professional and technical qualification assessment of the corresponding level according to their own conditions, and are exempt from taking foreign language examinations. Recognize technical positions and professional qualifications obtained abroad that correspond to those obtained at home. Article 13 The employment of international students is not limited by the number of posts. Overseas students should sign an employment contract, and the remuneration shall be determined by the employer and himself through consultation. Work remuneration and bonuses are allowed to be fully converted into foreign exchange and remitted abroad after tax payment. Fourteenth overseas students to promote the products of this city to foreign markets, the beneficiary units shall give reasonable remuneration in the after-sales profits. Overseas students successfully introduce foreign projects, and the beneficiary units will give corresponding rewards in the after-tax profits for one year. The specific proportion is determined by both the beneficiary unit and the overseas students through contracts. Fifteenth overseas students to provide foreign new product design, new technology, new technology or scientific research results, the beneficiary unit can pay a one-time labor fee, and can participate in the distribution of income.
