In order to comprehensively deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services", improve the mechanism that prices are mainly determined by the market, further reduce the cost of the real economy, continuously improve the business environment, and stimulate the vitality of the market, according to the requirements of the Notice of the National Development and Reform Commission on Further Clearing and Regulating Government Pricing Service Charges (NDRC Price (2065438+09) No.798), after extensive research and soliciting opinions, it is decided to further reduce the government. The relevant matters are hereby notified as follows:
First, according to the principle of "whatever the market can adjust itself, let the market adjust", adjust the items contained in the Catalogue of Management and Service Charges of Jiangsu Provincial Government Pricing Management (Sufa Gai Fu Jia Fa (2019) No.205). The following eight items were changed from government pricing to market-regulated prices: (1) real estate surveying and mapping service charges (forecast and actual surveying and mapping); (2) Charges for extension service of civil aviation airport (airport passenger shuttle bus fee, airport luggage packing service fee); (3) service fee for foreign affairs (agency fee for APEC business travel card); (4) Service charges related to the main business provided by public utilities with industrial or technological monopoly (heating service charges); (5) Charging and replacing charges for electric vehicles (charging and replacing service charges); (6) Port service charges (port ship shore-based power supply service charges, port pilot tugs and other monopolistic service charges other than central pricing in the province); (7) Fees for public cultural and sports facilities: (8) Judicial service fees (lawyer service fees, grassroots legal service fees).
Second, the charging unit should strictly abide by the "People's Republic of China (PRC) Price Law", "Jiangsu Price Regulations" and other laws and regulations, and independently set prices according to the production and operation costs and market supply and demand conditions, following the principles of fairness, legality, honesty and credit; It is necessary to strictly implement the system of charging publicity and clearly marking prices, and actively accept social supervision; To consciously regulate the charging behavior, we should not only charge for non-service or lower the service standard, but also force service and charging, and effectively provide consumers with services with the same quality and price.
