In order to implement the decision-making arrangements of the Central Committee, the Provincial Party Committee and the provincial government on promoting consumption, these rules are formulated according to the relevant work requirements of the Opinions of the Yunnan Provincial People's Government on Implementing a Solid and Stable Economic Package (Yun [2022] No.32) and the Notice of the Kunming Municipal People's Government on Printing and Distributing the Implementation Plan for Solid and Stable Economic Growth (Kun [2022]10):

Subsidies will be given at 50% of the deed tax. After receiving the subsidy, if the registered contract is cancelled, the subsidy should be returned first.
Application conditions
The following conditions must be met simultaneously:
1. Buy the first set of newly-built ordinary commodity housing (construction area 144 square meters or less).
2. The online signing and filing of the commercial housing purchase contract was completed.
3. Pay deed tax for the purchase of commercial housing and obtain deed tax payment certificate.
4. The time for filing the online signing of the house purchase contract and obtaining the deed tax payment certificate is from July 1 day to June 1 day, 2022 (inclusive).
Application process
(1) Complete the online signing of commercial housing and pay the deed tax.
The applicant shall complete the online registration of commercial housing and obtain the deed tax payment certificate from July 1 day to June 1 day (inclusive) in 2022.
(2) Online declaration
From the date of promulgation of these Rules to June 5438+065438+ 10/5, 2022, the applicant fills in the form online through the "Kunming Housing Subsidy in 2022" applet of China UnionPay Express App, and uploads the following clear and complete original pictures of the application materials (in jpg format):
1, ID card of the purchaser (front and back);
2, the purchase of commercial housing sales contract registration form (home page and attached page);
3, the purchase of housing deed tax payment certificate (receipt);
4. The applicant's bank debit card for receiving subsidy (front).
The identity information registered by the applicant must be consistent with the identity information of the tax payment certificate and the registration form of commercial housing sales contract. All applications and subsidies are made online.
(3) Material review
According to the subsidy conditions, the uploaded materials and information are reviewed one by one in the order submitted by the applicant, and the review and subsidy distribution are generally completed within 30 days after the applicant submits the review. Applicants can check the audit results on the activity platform (China UnionPay Express App) by themselves. If the review fails, the applicant can revise and improve it and resubmit it for review.
(4) Payment of subsidies
After the approval, the activity platform (China UnionPay Express App) will pay the subsidy to the bank debit card account provided by the applicant according to the approved standards. No expenses are deducted when granting subsidies, and personal income tax is declared by individuals themselves according to law.
Has passed the audit, because the bank card account is abnormal for more than 10 days without receiving subsidies, you should contact customer service for consultation. If it has not been processed for more than 20 days, it will be deemed as a waiver and no subsidy will be granted.
The policies related to this activity shall be interpreted by Kunming Housing and Urban-Rural Development Bureau. If the activities are adjusted, the latest notice or announcement issued by Kunming Housing and Urban-Rural Development Bureau shall prevail.
