Measures for the Administration of Surveying and Mapping Achievements in Yunnan Province (2009)

Article 1 In order to strengthen the management of surveying and mapping achievements, safeguard national security, promote the utilization of surveying and mapping achievements, and meet the needs of economic construction, national defense construction and social development, these measures are formulated in accordance with the Regulations of People's Republic of China (PRC) on the Administration of Surveying and Mapping Achievements (hereinafter referred to as the Regulations) and relevant laws and regulations, and combined with the actual situation of this province. ? Article 2 The Regulations and these Measures shall apply to the examination and publication of surveying and mapping achievements and important geographic information data collected, preserved and utilized within the administrative area of this province. ? Article 3 People's governments at or above the county level shall strengthen their leadership over the management of surveying and mapping achievements, urge relevant departments to perform their duties according to law, support the development and utilization of open versions of surveying and mapping achievements, promote the socialized application of surveying and mapping achievements, and establish a sharing mechanism of surveying and mapping achievements. ? The fourth provincial administrative department of Surveying and mapping is responsible for the unified supervision and management of surveying and mapping achievements in the province. ?

State (city) and county (city, district) administrative departments of Surveying and mapping shall be responsible for the unified supervision and management of surveying and mapping results within their respective administrative areas. ?

The relevant departments at or above the county level shall, in accordance with the division of responsibilities, be responsible for the work of surveying and mapping results related to this department. ?

Surveying and mapping results storage units authorized or designated by the administrative departments of Surveying and mapping at or above the county level are specifically responsible for receiving, sorting, storing and providing services for surveying and mapping results. ? Fifth provincial administrative departments of Surveying and mapping shall be responsible for the supervision and management of the following surveying and mapping achievements:

(a) the establishment of the province and the national surveying and mapping system unified third-class and fourth-class geodetic control network and elevation control network results; ?

(2) Surveying and updating results of national basic scale maps, video maps and digital products from 1: 10000 to 1: 5000; ?

(three) the achievements of establishing and updating the provincial basic geographic information system; ?

(four) basic aerial photography and basic geographic information remote sensing results; ?

(five) the compilation results of the basic geographical base map;

(six) the results of other surveying and mapping projects determined by the administrative department of Surveying and mapping in the State Council. ? Sixth state (city) administrative department of Surveying and mapping is responsible for the supervision and management of the following surveying and mapping results:

(a) the establishment of the administrative region and the province's surveying and mapping system unified plane control network and elevation control network results; ?

(2) Surveying and mapping achievements and updates 1: 2000 to 1: 1000 scale maps, image maps and digital products;

(three) the achievements of establishing and updating the basic geographic information system at the corresponding level; ?

(four) the results of other surveying and mapping projects determined by the administrative department of Surveying and mapping at a higher level. ? Seventh county (city, district) administrative department of Surveying and mapping is responsible for the supervision and management of the following surveying and mapping results:

(a) the establishment of the administrative region and the state (city) unified plane control network and elevation control network; ?

(two) surveying and mapping results and updates 1: 500 scale maps, images and digital products; ?

(three) the achievements of establishing and updating the basic geographic information system at the corresponding level; ?

(four) the results of other surveying and mapping projects determined by the administrative department of Surveying and mapping at a higher level. ? Article 8 In accordance with the provisions of Article 9 of the Regulations, if a copy or catalogue of surveying and mapping results is submitted to the administrative department of surveying and mapping, it shall be submitted to the provincial administrative department of surveying and mapping or the administrative department of surveying and mapping of the state (city) or county (city, district) respectively in accordance with the duties specified in Articles 5 to 7 of these Measures.

Copies or catalogues of surveying and mapping results submitted shall ensure accurate data, complete information and standard decoration. Ninth state (city) and county (city, district) administrative departments of Surveying and mapping shall submit copies or catalogues of surveying and mapping results to the provincial administrative departments of Surveying and mapping on an annual basis. ?

The provincial administrative department of Surveying and mapping shall compile the catalogue of surveying and mapping achievements in the whole province, announce it to the public once every two years, and implement dynamic updating. ? Tenth administrative departments of Surveying and mapping at or above the county level shall establish and improve the quality supervision and inspection system of surveying and mapping results, and strengthen the supervision and management of the quality of surveying and mapping results. ?

Surveying and mapping units shall strengthen the quality management of surveying and mapping results, implement the quality inspection, management and responsibility system of surveying and mapping results, and be responsible for the quality of surveying and mapping results completed by them. Surveying and mapping results without inspection or unqualified inspection shall not be provided for use. ?

Surveying and mapping results completed by financial investment shall be inspected by surveying and mapping quality inspection institutions in accordance with regulations. ? Eleventh surveying and mapping results belonging to state secrets shall not be copied, transferred or lent without authorization; If it is really necessary to copy, transfer or lend, it shall be approved by the administrative department of Surveying and mapping with corresponding classification management responsibilities, and shall be managed according to the classification of the original. ? Twelfth use of surveying and mapping results belonging to state secrets to entrust the relevant units to carry out planning, design, information system development and other activities, the entrusting unit shall sign a confidentiality agreement with the entrusted unit. After the completion of the project, the entrusting unit shall recover the surveying and mapping achievements that belong to state secrets, and the entrusted unit shall not retain, copy or provide them to third parties in any way. ? Article 13 Computers and their information systems that store, process and transmit surveying and mapping results involving state secrets shall not be directly or indirectly connected to the Internet or other public information networks, and must be physically isolated, and shall abide by the confidentiality management regulations for classified computer information systems. ? Fourteenth the destruction of surveying and mapping results involving state secrets shall be reported to the administrative department of surveying and mapping at or above the county level for approval before implementation. ?

Destroyed surveying and mapping results involving state secrets shall be catalogued and registered, signed by appraisers, traders and approvers, and filed for preservation. After the destruction of surveying and mapping results involving state secrets, it shall inform the units that provide surveying and mapping results in writing. ?
