Article 1 China Western Research and Development Promotion Association.
Article 2 China Western Research and Development Promotion Association (hereinafter referred to as the Association) is a national research and development institution in the central and western regions established with the approval of the State Council, headed by the State Ethnic Affairs Commission and registered with the Ministry of Civil Affairs.
Article 3 The purpose of this Association is to hold high the great banner of Socialism with Chinese characteristics, take Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development as the guidance, emancipate the mind, carry out reform and opening up, unswervingly advance along the road of Socialism with Chinese characteristics, and strive for building a well-off society in an all-round way. Carry out the central government's strategic plan for the large-scale development of the western region, study and promote the reform and development of the central and western regions of China, coordinate and adapt to the development of the eastern region, gradually realize prosperity among regions and nationalities, and make contributions to the continuous consolidation of the motherland's reunification and national unity. The association abides by the national constitution, laws, regulations and policies in all its activities and promotes good social ethics.
Article 4 The Association shall accept the professional guidance, supervision and management of the State Ethnic Affairs Commission, the competent authority, and the Ministry of Civil Affairs, the organization registration authority.
Article 5 The meeting place of this Association is located in Beijing.
Chapter II Scope of Business
Article 6 The business scope of this Association is as follows:
(a) extensive contacts with people and organizations from all walks of life, actively organize and participate in the investigation and study on the development of various undertakings, the establishment of a socialist market economic system, national unity and progress and economic construction in the western region, hold a forum on the development of the western region, and put forward opinions and suggestions to relevant state departments.
(2) carry out various information exchange, financial support and consulting services between the eastern and central and western regions, bridge the gap between the eastern region and the central and western regions, strengthen horizontal ties, promote the rational flow of funds, resources, professionals and technology and project cooperation, and promote the economic and cultural development of the western region.
(3) To carry out economic, cultural and technical exchanges and cooperation with foreign countries, support "bringing in" and "going abroad", organize information exchange, inspection and training, promote and help introduce capital, technology, equipment and project cooperation, and accelerate the development of the central and western regions.
(4) encourage and support the development of private enterprises, high-tech enterprises and small and medium-sized enterprises, and promote the development of private enterprises in the central and western regions.
Chapter III Members
Article 7 Members of this Association include unit members and individual members.
Article 8 People from all walks of life, social organizations, enterprises and institutions who are enthusiastic about promoting the development of western China may apply to join this Association. Overseas Chinese and friendly people from Hong Kong, Macao and Taiwan who are enthusiastic about the development of western China are welcome to sign up.
To apply for membership, you must meet the following conditions:
(a) support the articles of association;
(2) Having the will to join this Association;
(3) Having certain ability and influence in the business field of this Association.
Article 9 The procedures for joining the club are as follows:
(1) submitting an application for membership;
(two) discussed and approved by the Standing Council;
(3) The membership card shall be issued by an office authorized by the Standing Committee.
Article 10 Members shall enjoy the following rights:
The right to vote, to be elected and to vote;
(two) to participate in the activities of this association;
(three) to obtain the priority of our services;
(four) have the right to criticize, suggest and supervise the work of this association;
(five) to reward those who have made great contributions to the research and promotion of the development of the western region;
(6) Freedom to join and quit voluntarily.
Article 11 Members shall perform the following obligations:
(a) to implement the resolutions of this Council and care about the work of this Council;
(two) to safeguard the legitimate rights and interests of the association;
(three) to complete the work assigned by the association;
(four) to pay membership fees in accordance with the regulations and actively provide funds for the activities of the association;
(five) to reflect the situation to this Council and provide relevant information;
(six) actively participate in the investigation and study organized by the association, and promote exchanges and cooperation between the East and the West, at home and abroad.
Article 12 Members who fail to fulfill their membership obligations for two consecutive years will be automatically removed; If you voluntarily withdraw from the meeting, you should inform the association in writing and return your membership card.
Article 13 If a member seriously violates the Articles of Association, he/she shall be removed from the membership after being voted by the Standing Council.
