Thinking and practice of "collector system" for geological data in Guizhou

In view of the long cycle and many links in the generation, production and submission of geological data, this paper tries to establish a "submitter system" with quality as the center, personnel as the main body and documents as the carrier. By innovating the geological data management system and clarifying the legal relationship, the management and service level of geological data will be further improved.

1 Understanding and thinking on current geological data work

Geological data is the crystallization of the labor and wisdom of the vast number of geologists, the concrete embodiment of the results of geological work, and the important basic information resources of the country. With the continuous development of economy and society, basic geological work and mineral exploration and development activities have become increasingly active, and the cause of geological data has developed rapidly. In this context, a large number of valuable and informative geological data play a more obvious role in reducing exploration risks and avoiding repeated investment, and have a deeper impact on land and resources management and national economic construction, and have a wider impact on production and life and national defense security in the big data environment of the information society.

1. 1 Understand the current geological data work.

In recent years, with the promulgation of a series of policies, regulations, operating standards and inspection specifications, such as the Decision of the State Council Municipality on Strengthening Geological Work, the Notice of the Ministry of Land and Resources on Strengthening the Management of Geological Data Collection, the Requirements for the Collection Format of Electronic Documents of Achievements Geological Data, and the Measures for the Management of Physical Geological Data, the "five platforms and one support" such as the geological data collection supervision platform and geological data information management system have been put into operation. The state has continuously strengthened the management of geological data, improved the production standards, acceptance standards, exchange procedures and other systems, and put forward requirements for the system construction, fine management and standardized services of collection institutions at all levels.

1.2 Reflections on the Management of Geological Data in Guizhou Province

As a major mineral resource province in the southwest of China, Guizhou Province is known as "the kingdom of sedimentary rocks" and "the kingdom of paleontology". By the end of 20 13, 36 kinds of minerals 136 have been discovered in the whole province, accounting for 79% of the national 172 kinds, among which: 6 kinds of mineral resources rank first in the country, 24 kinds in the top three and 52 kinds in the top ten; 3,942 effective mining rights were issued at the provincial level, including exploration right 1086 and mining right 2,856; In 20 13 years, the province has invested 208 10/0,000 yuan in various geological work, and geological work such as mineral exploration and development and basic geological investigation and research has maintained a good development momentum. With the continuous development of geological work and the increasing number of geological data, by the end of 20 13, the total collection of geological data in Guizhou Province had reached 14993, ranking sixth in the country. Further strengthening the management of geological data and the construction of service system, and improving the management level and service ability have become the inevitable requirements for promoting the development of land and resources in Guizhou, promoting the national economic construction in Guizhou and ensuring the national strategic security.

While great achievements have been made in geological data work, there are also some contradictions and problems in geological data management. Taking Guizhou as an example, this paper analyzes the main problems existing in geological data management.

(1) The instability of employees directly restricts the healthy development of geological data.

Geological data work belongs to geological work and serves geological work, but for a long time, both state-owned geological prospecting institutions and state-owned and private geological prospecting enterprises have not paid enough attention to data work, and there are widespread phenomena among employees, such as "few professionals, unbalanced quality, unstable team and slow skill accumulation". The old understanding of "marginal subject, low technical content and weak ability requirement" in geological data work has not been significantly improved. This situation is not only related to the overall development stage and understanding of geological data, but also related to the imperfect management system and service measures of geological data, which directly restricts the healthy development of geological data under the background of information age.

(2) There is a disconnect between the production, production and submission of geological data, so it is difficult to realize the "whole process" control of data quality.

The generation, production and submission cycle of geological data is long, and there are many links that affect the quality. In the workflow of "exploration operation-report preparation-data production-data submission", all links should be linked, but in practical work, especially geological data, the first two tasks and the last two tasks are often easy to achieve or even completely independent, and most geological data personnel can only intervene afterwards or do not involve them at all. It is impossible to accurately grasp the whole picture of the data, leaving a quality hidden danger of "one ring is staggered and a mess", and it is difficult for "ungrounded" geological data personnel to correct data defects accurately, comprehensively and efficiently afterwards.

(3) The contradiction between submission and acceptance of geological data is increasingly prominent, and the management system and service mechanism need to be further improved.

Facing the increasingly detailed and strict production standards, acceptance standards and exchange requirements of the country, under the condition of imperfect management system and service mechanism, information asymmetry, inconsistent understanding and inconsistent implementation are widespread among all parties involved in geological data production and acceptance, and contradictions in some places are increasingly prominent, forming "difficulties" and "ignition points". At present, the state attaches great importance to the management of geological data, focusing on the standard formulation, detailed requirements and software development of "data object", while the management and service of "executive subject" of geological data affairs are mainly based on strict inspection and acceptance and strengthening business training. There is still a lot of room for system construction for the management department to realize all-round management and service from "taking charge first" to "taking charge of people".

(4) The legal relationship of geological data needs to be further clarified, and the mechanism of responsibility implementation and prevention and traceability needs to be further established.

The current laws, regulations and policy documents clearly stipulate the remittance obligations of remitters and data production units, but lack relatively detailed provisions on the entrustment relationship between remitters, data production units and specific executives who undertake remittance affairs. From the perspective of system integrity, there is a "blank zone" in the management of exchange transaction executors to some extent. In practical work, the entrustment relationship among legal remitter, data producer and remittance executor is arbitrary, and the entrustment documents are missing or unclear everywhere. Legal remitters or data producers often verbally entrust or arbitrarily designate non-professionals or even other completely irrelevant personnel to carry out remittance affairs in accordance with the usual practice, which not only makes it difficult to ensure the quality of remittance affairs with strong professionalism and high timeliness, but also leaves security risks for implementing national confidentiality requirements. Once legal liability occurs, it is easy to be confused because of entrustment.

2. Exploration and practice of geological data acquisition system

In order to solve the outstanding contradictions in the current geological data work, improve the level of geological data management and collection service, and effectively guarantee the quality of geological data, Guizhou Geological Archives formulated the Trial Measures for the Management of Geological Data Collectors in Guizhou Province (hereinafter referred to as the Measures) in accordance with the spirit of laws, regulations and policies, which were promulgated on August 1 day, 2065 and June 10.

2. 1 original design intent of the measure

Focusing on "geological data quality", from a brand-new perspective, this paper tries to establish a people-oriented and voucher-style management system for exchange clerks, further clarify legal relations, straighten out working relations, strengthen team building, build bridges among management departments, exchange clerks and exchange clerks, resolve contradictions, establish exchange quality control and accountability mechanisms, plug loopholes in the exchange process, and promote the healthy development of geological data work.

2.2 The formulation process of the Measures

Since 20 12, the Geological Archives of Guizhou Province has extensively solicited opinions on the legal basis, main purposes and core contents of the Measures through questionnaires, symposiums and expert consultation among the administrative departments of land and resources at all levels in the province, legal senders of various geological data, geological project management units, geological project undertakers and geological data practitioners.

2.3 the main basis for formulating these measures

Laws: People's Republic of China (PRC) Mineral Resources Law and People's Republic of China (PRC) Law on Guarding State Secrets.

Administrative regulations: Regulations on the Management of Geological Data (Order No.349 of the State Council), Detailed Rules for the Implementation of Mineral Resources Law of People's Republic of China (PRC) (Order No.394 of the State Council) and Regulations on the Prevention and Control of Geological Disasters (Order No.394 of the State Council).

Local regulations: Regulations on Mineral Resources in Guizhou Province (adopted at the 15th meeting of the Standing Committee of the Ninth People's Congress of Guizhou Province on March 24th, 2000).

Departmental regulations: Measures for the Implementation of Geological Data Management Regulations (DecreeNo. Ministry of Land and Resources 16).

Policy documents: Decision of the State Council Municipality on Strengthening Geological Work (Guo Fa [2006] No.4), Notice of the Ministry of Land and Resources on Strengthening the Management of Geological Data Collection (Guo Fa [2065438+00] No.32) and Notice of the General Office of the Ministry of Land and Resources on Further Strengthening the Management of Original Geological Data (Guo Fa [2012]

2.4 the core content of the "measures"

The "Measures" are divided into six chapters, namely, general principles, rights and obligations of exchange clerks, preliminary examination of geological data, management of exchange clerk certificates, penalties and supplementary provisions, with a total of 20 articles. Its core content can be summarized as: establishing "one carrier", establishing "two systems", clarifying "three relations", strengthening "four controls", standardizing "five powers and responsibilities" and improving management and service level.

Set up "one carrier", that is, take the remittance card as the management carrier.

Establish "two systems", that is, establish the responsibility system of mandatory initial inspection for remittance personnel and the responsibility system of "one-to-one" remittance quality.

Clarify the "three relationships", namely, the legal relationship between remitter and remitter, the responsibility relationship between remitter and remittance affairs, and the service relationship between remitter and collection agency.

Strengthen the "four controls", that is, around the quality core, strengthen the execution control of the legal obligation of remittance, strengthen the responsibility control of the initial inspection of materials, strengthen the integrity control of remittance vouchers, and strengthen the quality control of material remittance behavior.

Standardize the "five rights and five responsibilities", that is, standardize the five rights of certified remitters to undertake remittance, be entrusted to carry out initial inspection, suggest data quality, suggest remittance management, and report violations of laws and regulations, and strictly abide by laws and regulations, information business education, data initial inspection, standardize remittance, and participate in skills training.

Improve "management and service" on the whole, that is, by establishing the system of exchange clerks, innovating management methods, paying attention to the quality and efficiency of information exchange, giving full play to the role of exchange clerks as a bridge, further stabilizing the professional team, promoting information communication, and effectively improving the level of information management and service.

2.5 Handling of remittance card

As of June 20 14, 6 1 unit 133 geological data practitioners in the whole province * * * submitted their application materials according to the procedures stipulated in the Measures and applied for the Guizhou Geological Data Collector's Certificate. The existing structure of certified geological data collectors is as follows:

1) cell structure. There are 40 public institutions (94 employees), 8 state-owned enterprises (16 employees) and 3 non-state-owned enterprises (kloc-0/3 employees) (figure 1).

2) Professional structure. Geology 6 1 person, survey engineering 8, geographic information and computer 14, and other categories 50 (Figure 2).

3) Educational structure. There are 9 graduate students and above, 73 undergraduates, 3 junior college students1person, 9 technical secondary schools, and high schools and below 1 1 person (Figure 3).

4) Title structure. There are 2 senior titles, 28 intermediate titles and 103 junior titles (Figure 4).

5) post structure. Data management 18 people, geological and hydraulic engineering 60 people, graphic production 2 1 person, and other categories 34 people (Figure 5).

6) Age structure. There are 67 people under 30 years old, 44 people under 30-40 years old, 40-50 years old 2 1 person, and over 50 years old 1 person (Figure 6).

2.6 Analysis of the implementation of measures

From June 20 13 to June 20 14, * * 57 certified authors from 4 1 unit undertook the submission of geological data for 158 projects. In the next interview, the influence of three indicators, such as unit nature, specialty classification and post classification, on material quality was analyzed from the "one-time qualified rate" (table 1 ~ table 3, figure 7 ~ figure 9).

Table 2 analyzes the one-time qualification rate of 57 registered foreign exchange traders by professional category.

Through statistical analysis, it can be seen that the data collection work undertaken by certified remittance personnel in Guizhou Province presents the following characteristics:

1) The geological data exchange affairs undertaken by the registered exchange clerk have basically been entrusted in writing by the legal exchange person or the production unit; The rights, obligations and responsibilities of certification exchange clerks are more clear by relying on tasks such as data production, internal preliminary inspection and exchange; Further clarify its legal relationship with legal remitter, entrusted affairs and management department; The whole process is recorded and traceable.

2) 158 projects submitted the preliminary examination form of geological data signed by the author according to the compulsory preliminary examination system set by the Measures, which greatly reduced the error rate of submission and acceptance and the number of revisions, significantly improved the integrity, compliance, timeliness and safety of geological data submission, further implemented the confidentiality requirements, and no leakage occurred during the submission process.

3) 158 The average "one-time pass rate" of project inspection and acceptance is about 80%, which greatly exceeds the average level of 56% of non-certified contractors in the same period, and the implementation of the exchange staff system has achieved initial results. The statistical analysis of relevant data provides rich information for the management department to improve management and service. For example, the quality of communication among institutions, state-owned enterprises and non-state-owned enterprises has decreased in turn, and the skills training of communication clerks in non-state-owned enterprises needs to be strengthened urgently; Professional structure has certain influence on the collection and delivery of geological data, but the gap is not obvious. On the contrary, the length of working hours (that is, the stability of employees) has a greater impact on the quality of geological data.

2.7 "measures" shortcomings

Since the implementation of the Measures for a period of time, it has effectively promoted the overall quality and collection efficiency of geological data in Guizhou Province, but the long-term impact on geological data management needs further study and evaluation. The main problems found at present are:

1) The administrative license cannot be set in the Measures, and only suggestions and encouragement are made on whether vouchers are needed to undertake remittance affairs. At present, the management of remittance agent certificate is relatively loose, and you can apply freely and give it up voluntarily. The implementation of the relevant system is relatively low, and the implementation of the system mainly depends on the quality affirmation and service incentive of the collection agency.

2) As an institutional exploration, the Measures need to be further improved in future practice, and supporting systems and measures need to be further established and improved. The analysis of relevant samples in this paper may not fully reflect all the advantages and disadvantages of the "exchange clerk system" because of the number of samples, sampling time, sample representativeness and statistical analysis methods, and the construction of geological data management and service system in Guizhou still has a long way to go.

3 Guizhou "exchange clerk system" stage summary of the practice

3. 1 exchange system is an innovative exploration of geological data management system.

Guizhou exchange clerk system is a new system that is tried to be established according to the current laws, regulations and policies of geological data. The provisions of the Measures on the "executive subject" of geological data affairs and the relevant provisions of the current national system on the "data object" complement each other, and to a certain extent, fill the gaps in the provisions of the current national geological data system on the exchange clerk and related behaviors. The exchange clerk system grasps the key role of "exchange clerk", from the perspective of "management certificate" and "service person", rationalizes the relationship among the exchange subject, production subject and management subject of geological data, builds a "bridge" between the management department and the exchange clerk and the executor of exchange affairs, and realizes good communication and benign interaction through various measures, making the policy transfer faster, the business communication smoother and the standard understanding more unified.

3.2 The documenter system is a useful supplement to the means of geological data management.

In Guizhou, standardized procedures for applying, examining and issuing "foreign exchange clerk certificates" have been established. The applicant must be trained by the administrative department at or above the provincial level and recommended by the unit before applying. The Exchange Clerk's Card Management Account records in detail the acquisition, change and cancellation of the Exchange Clerk's card, as well as the quality of the Exchange Clerk's card, work integrity and other related information. Through statistical analysis, the administrative department can accurately grasp various factors affecting the quality of geological data, make scientific decisions, implement scientific management or deal with them in time.

3.3 Exchanger system is a powerful promotion to the construction of information professional team.

With the rapid development of national economic construction and geological work, the number of geological data practitioners is increasing. The establishment of the exchange team is conducive to the implementation of the national geological data quality standards and confidential work requirements, to promoting technical exchanges and industry self-discipline, and to the long-term development of scientific research and professional skills. The implementation of the "exchange system" in Guizhou not only gives geological data practitioners an "identity card" to prove that they have received professional training and professional skills, but also gives relatively loose employees a sense of identity, belonging and pride. It also provides conditions for gathering professional talents, stabilizing professional teams, improving professional level, promoting professional technology and scientific development, and exerting professional influence. The establishment of the exchange team has also laid a foundation for introducing management forms such as societies and associations in the future and guiding the professional team of geological data to develop in the direction of "self-contained system" and specialization.

3.4 The documenter system provides a guarantee for the whole process control of geological data quality.

The process of geological data generation-production-submission is professional, with long cycle, many links and great responsibility. Human factor is the fundamental factor affecting data quality, and the submitter becomes the "key node" to implement data quality control. The establishment of the exchange system can fundamentally solve the quality problem of geological data.

First, certified submitters undertake data production, internal preliminary inspection, submittal and other affairs, and the use of professional knowledge directly affects the quality of geological data. Second, the remitters gradually get involved in or directly participate in relevant geological work, fully understand the generation process and formation characteristics of geological data, grasp the real causes of quality problems, and "actively" implement national standards and requirements for data quality in all links, which can promote data quality from the "source". Thirdly, Guizhou attempts to combine the "one-to-one" responsibility system of data management with the "one-to-one" receiving service measures, which is an effective exploration for the "whole process" influence or control of geological data quality.

3.5 The documenter system strengthens the management of classified geological data.

The Law of People's Republic of China (PRC) on Guarding State Secrets, which was revised and implemented on 20 10, and the Regulations for the Implementation of the Law on Guarding State Secrets, which was implemented on March 20 14, finally limited the scope of knowing state secrets to "specific persons". The Regulations on the Implementation of the Law on Guarding State Secrets further refines the conditions for enterprises and institutions to engage in classified business as "a legal person who has been legally established in People's Republic of China (PRC) for more than three years and has no criminal record". The provisions of the "Measures" on the entrustment relationship of exchange affairs are conducive to further clarifying the confidentiality responsibility in the exchange of geological data. The Exchange Officer System and the Exchange Officer Card Management Measures also provide conditions for protecting confidential personnel, keeping confidential records, ensuring confidential obligations and tracing confidential responsibilities.
