In order to successfully complete the enrollment work in 2022, and ensure that all school-age children and adolescents in the starting grade who meet the admission requirements in the jurisdiction enter school on time, the relevant matters are hereby notified as follows:
First, the principle of enrollment
In accordance with the relevant provisions of the Ministry of Education, the Provincial Department of Education and the Municipal Education Bureau, primary and junior high schools continue to implement the principle of admission to the nearest school and exemption from examinations (disabled children take regular classes, special education schools and door-to-door schooling according to different degrees of disability). Children of migrant workers adhere to the principle of "relative proximity". Through enrollment control, the situation of primary and secondary school students in the compulsory education stage within the jurisdiction is effectively guaranteed to be relatively balanced.
(1) Strictly implement the enrollment plan. All primary and secondary schools should implement enrollment in strict accordance with the enrollment plan issued by the District Education and Sports Bureau, and it is strictly forbidden to enroll students outside the enrollment plan. Students enrolled beyond the planned enrollment will not be registered.
(2) Strictly abide by the enrollment scope. According to the distribution of students, school layout, campus size and other conditions, the enrollment area is reasonably delineated for each school to ensure full coverage of the nearest school. On the premise of maintaining relative stability, the demarcated areas should be dynamically managed according to the actual carrying capacity of the school, and small-scale adjustments should be made reasonably and timely to achieve the relative balance of students within the service scope of primary and secondary schools. All primary and secondary schools in each district should recruit students strictly in accordance with the designated scope, and students outside the scope shall not be recruited except in accordance with the provisions of the state and the whole region; In principle, district direct primary schools shall not recruit rural household registration and rural housing students in two towns; Village-run schools can recruit school-age children in some cities and towns under the condition that their degrees are not full.
(3) Strictly control the class size. In accordance with the special management requirements of the Ministry of Education to eliminate large classes, we will strictly implement the plan to eliminate large classes in the canal area and strictly control the entrance. All primary and secondary schools should strictly control the class size between 45 and 55 students. (4) Strict qualification examination
1. The documents provided by school-age children applying for admission must be true and valid. If the information provided in the document is inconsistent with the actual situation, once verified, the student's admission qualification will be cancelled and recorded in the parents' credit file, and the school and parents will sign a letter of credit commitment.
2. Schools should conduct household surveys on school-age children renting houses, and the survey results shall prevail.
3. School-age children should register, and schools should recruit them according to the categories of school-age children's admission conditions. Children of migrant workers whose school degrees are full within the scope shall be reported to the District Education and Sports Bureau after registration by the school and transferred to other relatively nearby schools with vacant degrees.
(5) One household and one room. The real estate license is consistent with the household registration address, and only one degree is arranged for a set of housing, except that the family planning policy allows the birth of a second child or multiple births. Schools should do a good job in duplicate checking.

Primary schools in other districts are designated schools for children of floating population.

Schools that do not recruit children of migrant workers, if the household registration is consistent with the housing certificate within the enrollment scope, will be admitted in the order of household registration. If the school degree is full, they will be transferred to other relatively nearby schools.
Schools that recruit children of migrant workers, if the household registration and housing certificate are consistent within the enrollment scope, will be admitted in the order of household registration; Children of migrant workers and businessmen are accepted in the order of obtaining legal documents (residence permits). If the school degree is full, they will be transferred to other relatively nearby schools.

(10) Strictly control the transfer. Schools or classes that meet the national and provincial standard class size limits will no longer accept transfer students. If the documents are complete and meet the transfer conditions, you can register in the school first. The school will be transferred from the district education and sports bureau to a nearby school with a spare degree one week before the start of school. For schools that still have spare degrees, students who apply for transfer can go through the transfer formalities only after completing their registration one week before the start of school and being approved by the District Education and Sports Bureau. Students who need to transfer should register with the school in advance. Registration time is June 15-30 and June 12 15-30. The documents they brought are consistent with the admission certificate.
Second, the primary school entrance conditions

4. The actual residence of school-age children and their parents is based on the premise that their parents or other legal guardians have complete property rights (only residential houses, excluding business houses and commercial houses, and property rights are limited to both husband and wife) and actually live. The filing time of the certificate of immovable property rights should be before April 30, 2022.
5. The basic qualification of the children of migrant workers working or doing business in the Canal Zone is "legally stable residence and legally stable employment". The children of migrant workers in business must hold a residence permit handled by the public security department, and the current residence address of the residence permit is consistent with the actual residence address. The residence permit should be issued before August 30, 2022.
Note: Parents of school-age children have obtained residence permits, but their children who have public offices outside the urban areas do not enjoy the policy of accompanying children to study.
Third, degree registration.
The whole region implements the system of degree registration and examination for school-age children and adolescents in the early stage of compulsory education. Where school-age children who have reached the age of six and have permanent residence in Canal District, and children of migrant workers who work in cities for business, need to receive compulsory education in this district, in principle, they should apply for degree registration within the specified time. When registering for a degree, the originals and photocopies of the following relevant materials shall be provided:

On May 18, all primary schools will report the paper roster of school-age children confirmed and audited to the General Education Department of the District Education and Sports Bureau.
Note: All school-age children must register online to get the registration number. Due to special circumstances, those who fail to register online and have no registration number, or go to offline schools for confirmation within the specified time, will bring all the registration materials to schools within their jurisdiction on August 22, and transfer to schools with more vacant places on August 24.
