China E-commerce Credit Evaluation Center was formally established with the support and guidance of the National Leading Group for Rectifying and Standardizing the Market Economic Order, the Ministry of Information Industry and the Ministry of Commerce. It is the only authoritative e-commerce credit service evaluation institution in China. With the rapid development of economy and technology, e-commerce transactions have a strong growth momentum. According to relevant reports, the total amount of e-commerce transactions in China reached 440 billion yuan in 2004 and surged to 680 billion yuan in 2005, with an average annual growth rate of over 40%. With the rapid development of e-commerce, e-commerce will be an important strategy for enterprises and countries to build their own core competitiveness in the future, which has been highly valued and supported by governments all over the world.

With the development of e-commerce, it is related to the integrity of e-commerce, which will seriously affect the healthy development environment of e-commerce, and then seriously affect the strategies, enthusiasm, attitudes, investment and related behaviors of enterprises and people, which will inevitably affect the important national policy of developing e-commerce.

To this end, governments all over the world are sparing no effort to study, construct and standardize their own enterprise e-commerce integrity mechanism, and influence and promote the e-commerce integrity strategies and policies of other countries. A typical case is the "safe harbor" cooperation framework between the European Union and the United States and its related implementation strategy.

China government also attaches great importance to e-commerce and its integrity. The document "Several Opinions on Accelerating the Development of E-commerce" issued by the General Office of the State Council [2005] No.2 is an important plan, development strategy and requirement of China's e-commerce development, and there is still a lot of space to guide and require the establishment of e-commerce credit system, credit environment, credit evaluation and its service mechanism to promote the healthy development of China's e-commerce.

The integrity of e-commerce has become one of the hot issues in the development of e-commerce in the world (including China), and people in some countries have formed the consumption habit of testing the integrity of online enterprises before trading. Since e-commerce entered the China market, people's enthusiasm for honesty has never diminished, but the research and evaluation of e-commerce honesty is still blank in China. The society calls for neutral and authoritative institutions to evaluate and standardize the integrity behavior of e-commerce. Enterprises and people also need to standardize and unify standards to identify honest e-commerce enterprises, and at the same time understand the connotation, behavior and solution mechanism of e-commerce integrity.

In order to better promote the development of e-commerce in China and create a good environment, China e-commerce integrity evaluation center was established, with the purpose of building an online credit service platform, perfecting and establishing e-commerce integrity standards. China e-commerce integrity evaluation center has made a systematic analysis and research on the integrity problems of international e-commerce in recent years, as well as its evaluation and norms. According to the characteristics and development reality of e-commerce enterprises and environment in China, the basic standards, evaluation system, evaluation norms and processes of e-commerce integrity of enterprises are established. This standard is based on the online business of enterprises and involves three aspects:

(1) Authenticity and legality of the enterprise

(2) Protection of personal information

(3) the integrity of online business behavior

E-commerce integrity evaluation standards, based on e-commerce integrity standards, verify and evaluate the degree to which an enterprise's online business meets the integrity standards through 12 first-level indicators and 60 second-level indicators. At present, the credit evaluation has entered the formal implementation stage from the pilot stage, and the widespread acceptance of e-commerce credit evaluation of enterprises nationwide has officially started.

Evaluation center in line with the principle of voluntary enterprises, enterprises apply for credit evaluation, and e-commerce credit evaluation center accepts and evaluates it. For the online business of enterprises that meet the integrity standards of e-commerce, the e-commerce integrity evaluation center will sign an integrity licensing agreement with it, authorizing enterprises to use the integrity logo of the e-commerce integrity evaluation center on their own related websites. Customers or the masses can verify the authenticity of the integrity logo and its integrity evaluation results by clicking on the integrity logo on the enterprise website. China e-commerce integrity unit can be divided into red label and blue label. Specific classification criteria are as follows:

Red label

The conditions for participating enterprises with the red logo are as follows: 1) The enterprise has high visibility and influence in its industry field, and the enterprise has a high degree of informatization;

2) Enterprises recognize the importance of integrity in the field of e-commerce, respect and take the lead in building an internal e-commerce integrity system;

3) Enterprises are willing to promote the construction of national e-commerce credit environment, and are willing to support and cooperate with the work of credit evaluation centers.

4) Pay the necessary audit and one-year mark use fee.

Red marks the contents of the plan:

1) The experts from the research group of the Credit Evaluation Center made a comparative study on the e-commerce credit system of the * * * construction unit and the domestic and foreign e-commerce credit standards, reflected the outstanding achievements of the * * * construction unit in the cooperative media or recommended it to the industry through interviews and special reports, and gave suggestions on the construction of the credit system of the * * * construction unit;

2) For the * * * construction unit that meets the integrity norms of the integrity evaluation center, the red logo of "China E-commerce Integrity Unit" can be obtained and used for one year. * * * The construction unit needs to place a red logo in an obvious position on its website. Users can click on the logo to browse to the website database of the integrity evaluation center and report the integrity evaluation of the * * * construction unit;

3) The integrity evaluation center will display the logo link of the * * * construction unit and its outstanding performance in a prominent position in official website;

4) The integrity evaluation center and the * * * construction unit have placed the publicity content and activity introduction of the "Red Label Project" in a prominent position on their websites;

5) The Association will regularly publicize the list of * * * enterprises that have joined the "Red Label Program" in media cooperation units and websites, and organize a series of related ceremonies, conferences and activities (such as international e-commerce conferences). At the event site, a special product or brand display space will be set up for the * * * construction unit as a model display. In order to explain the attitude and position of the association towards honesty and the reality of honesty in the domestic industry;

6) In a series of cooperation with all walks of life on integrity, enterprise competitiveness and international integrity, the integrity evaluation center will give priority to inviting * * construction units to participate, establish communication channels with relevant government agencies and research institutions, engage in dialogue with other industry markets and society, and publicize the integrity concept, image and strength of e-commerce.

Blue label

Blue sign, participating enterprises must meet the following conditions:

1) Requirements and standards for pilot enterprises marked in blue:

Websites or institutions registered with the local administrative department for industry and commerce in China and obtained business licenses and ICP licenses issued by relevant government agencies; Recognize the significance of honesty to e-commerce in this field, respect and take the lead in practicing honesty;

Provide online trading services for consumers;

Pay the necessary audit and one-year mark use fee.

2) The blue mark pilot enterprises include the following contents:

The batch was shortlisted and recognized, and was authorized to use the blue integrity logo after obtaining the certificate;

The first batch of certifications set on the homepage of the website of the integrity evaluation center passed the enterprise section and were displayed.

The red and blue logo of "EcTrust" launched by China E-commerce Credit Evaluation Center is based on the internationally accepted e-commerce "Truste" logo. Similar logos in the world include "trust promotion seal" logo, BBB logo and OPA logo, which focus on enterprise authenticity, personal privacy protection, providing consumer purchase decision report and anti-fraud respectively. China's "EcTrust" integrity red and blue logo focuses on three aspects: personal privacy protection, enterprise e-commerce behavior (consumer purchase behavior protection) and enterprise authenticity.
