On May 17, the Office of the Leading Group for the Stable and Healthy Development of the Real Estate Market in Hangzhou issued the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market (hereinafter referred to as the Notice), so as to further improve the regulation of the real estate market from the aspects of optimizing the second-hand housing transaction policy, improving tax adjustment and better meeting the housing needs of three-child families.
In terms of meeting the housing needs of three-child families, the notice is clear. First, for eligible three-child families, the number of restricted housing units in Hangzhou will increase by 1 set; Second, eligible families with three children can refer to "families without houses" for priority when signing up for the public lottery sales of new commercial housing.
Chen Wenjing, director of market research in the Index Department of the Academy, pointed out that since the beginning of this year, many cities have introduced housing purchase policies for families with many children. Policy types involve optimizing the purchase restriction policy, reducing the down payment ratio, giving incentives or housing subsidies, and increasing the amount of provident fund loans. Combining the population policy has become an important direction for optimizing and adjusting the property market policy in various places. All localities actively implement the central spirit and support the release of rigid and improved housing demand. In the future, more cities will follow up and optimize the purchase policy of families with many children.
According to incomplete statistics, since May this year, at least Hangzhou, Zhejiang, Hengyang, Nanjing, Zhoushan, Zhejiang, Shenyang, Dongguan, Yangzhou, Wuxi, Jingdezhen, Suzhou, Leshan, Ya 'an, Sichuan and Shangrao, Jiangxi have specifically mentioned the housing needs of families with many children in their property market policies.

Judging from the policies issued in various places since May, Hangzhou, Nanjing, Shenyang, Dongguan and other cities have all mentioned the new policy of "allowing families with two or three children to buy a new house", and some cities have made it clear that families with two or more children can buy houses, and the current purchase restriction policy is not applicable.
Taking Hangzhou as an example, Hangzhou mentioned in the New Deal: for eligible three-child families, the number of restricted housing units in Hangzhou increased by 1 set; At the same time, eligible three-child families will give priority to "families without housing" when signing up for the public lottery sales of new commercial housing.
Nanjing has made it clear that from May 1 1, families with two or more children registered in Nanjing can buy a new set of commercial housing and enjoy the best loan interest rate support from relevant banks.
Dongguan and Shenyang have also introduced similar policies. In the Notice on Promoting the Stable and Healthy Development of the Real Estate Market issued in Dongguan on May 14, it was mentioned that in order to support the demand for improved housing and respond to the spirit of the state's optimized birth policy, families who have two or three children in line with the state's birth policy are allowed to purchase a new set of commercial housing.
Shenyang mentioned in the New Deal that in order to meet the housing needs of families with many children, families with two children and three children under 18 who already own two houses in Shenyang administrative area can purchase 1 new commercial housing in Shenyang restricted purchase area.
Yangzhou is more direct. On May 9, Yangzhou Housing and Urban-Rural Development Bureau issued the Notice on Actively Supporting Yanglai Talents and Families with Two or More Children to Improve their Living Conditions, which mentioned that the current purchase restriction policy does not apply to Yanglai College and above talents and families with two or more children to buy houses in urban areas.
Li, chief researcher of the Housing Policy Research Center of Guangdong Provincial Planning Institute, believes that this policy has adapted to the policy orientation of encouraging fertility in recent years, and will also release the demand for housing replacement driven by the increase of family population.
Yan Yuejin, research director of the think tank center of the institute, mentioned that similar expressions fully reflect the important changes in current local policies, that is, the combination orientation of "loosening the purchase restriction policy and encouraging the birth policy" can play a positive role, that is, while promoting active market transactions, it also helps to promote the solid advancement of population and birth policies.
Increase in loan amount: the loan amount of housing provident fund for families with many children has increased.
In addition to allowing families with many children to buy more 1 apartment, the policies issued by several cities clearly mention that the loan amount of families with many children can be increased on the basis of the maximum loan limit.
For example, in Zhoushan, Zhejiang Province, on May 13, Zhoushan City, Zhejiang Province issued the Notice on Adjusting the Maximum Loan Amount of Housing Provident Fund and Other Related Policies. It is clear that the families of workers who gave birth to two children after 2011June 19 (inclusive) and three children after 2021May 3 1 (subject to the time specified in the birth certificate) will apply for housing provident fund loans for the first time.
Shenyang mentioned in the New Deal that if the housing provident fund for giving birth to two children and three children under the age of 18 is paid into employees' families, and the housing provident fund loan is used to purchase self-occupied housing, the loan amount can be relaxed to 1.3 times the current maximum loan amount.
Yangzhou makes it clear that if the families of paid employees who have given birth to two children or more (excluding two children) apply for housing provident fund loans and meet the application conditions, the maximum loan amount can be increased by 654.38+10,000 yuan and 200,000 yuan respectively on the basis of Yangzhou's maximum loan limit.
In addition, many cities have introduced real money housing subsidies. Take Jingdezhen as an example. For families with two children and three children who are permanent residents in Jingdezhen, children under the age of 18 (as of April 30, 2022) will be given subsidies of 200 yuan /m2 and 300 yuan /m2 respectively with their household registration books or birth certificates.
Leshan, Sichuan mentioned that anyone who buys the first set of new commercial housing will enjoy a subsidy of 8,000 yuan per set. Anyone who buys a second set of newly-built commercial housing will enjoy a housing subsidy of RMB 12000 per set. Families with two or more children who buy new commercial housing can enjoy a subsidy of 5,000 yuan per set, and this policy can be superimposed with the first two items.
Improving the needs of families with many children has become a new direction of property market regulation.
Chen Xiao, a senior analyst at Zhuge Housing Search Data Research Center, pointed out that as we all know, many families with many children have improvement needs. Such a policy is undoubtedly to promote the release of market demand for improvement. On the basis of meeting the demand for rigid housing, the focus of policy has gradually shifted to improved groups. Such a policy signal is of great significance, conforms to the trend of market development and has certain rationality.
According to the monitoring data of Zhuge Housing Search Data Research Center, in recent years, the product structure of key cities in China has been gradually improved. In 20 14, 45.2% of the houses below 90 square meters accounted for nearly half of the total transactions. In recent five years, the proportion of houses below 90 square meters is less than 20%, and the main transaction force is 90- 120 square meters. At the same time, in the past two years, the main transaction was 120 square meters or more. Most of these groups need improvement.
Chen Xiao believes that this multi-city housing purchase policy for families with two children and three children can be said to be a new direction of policy loosening in the near future, which has achieved the effect of killing two birds with one stone. Combining the property market policy with the national fertility level not only promotes the release of reasonable housing demand, but also achieves the purpose of encouraging fertility and promoting population growth to a certain extent. From the current point of view, there are more and more measures to loosen the policy in various places. It is expected that the later policies will be continuously improved and deepened, and it is not excluded that more cities will follow suit.
