Establish and improve the emergency work mechanism of national communication guarantee (including communication recovery, the same below) to meet the needs of communication guarantee work in emergencies and ensure the safe and smooth communication.

According to People's Republic of China (PRC) Emergency Response Law, People's Republic of China (PRC) Telecom Regulations, People's Republic of China (PRC) Radio Management Regulations, National Overall Emergency Plan and other relevant laws, regulations and rules.

1.3 Scope of application

This plan is applicable to the communication interruption and emergency communication guarantee work that needs the coordination of relevant departments authorized by the State Council or the State Council, and other important communication guarantee tasks assigned by the CPC Central Committee and the State Council.

This plan guides the emergency work of national communication support.

1.4 working principle

Under the leadership of the CPC Central Committee and the State Council, the communication security work adheres to the principles of unified leadership, graded responsibility, territorial priority, rapid response, strict organization, close cooperation, relying on science and technology and strong security.

1.5 planning system

The emergency plan system of communication security consists of national emergency plan, departmental emergency plan, local emergency plan and communication enterprise emergency plan. The State Council or the State Council authorized the Ministry of Industry and Information Technology to set up a national communication support emergency leading group (hereinafter referred to as the leading group) to guide and coordinate the national communication support emergency response. Provincial communications security emergency command institutions can be established by the provincial people's governments authorized by the provincial (autonomous regions and municipalities) communications administration, and the municipal and county communications security emergency command institutions are established by the corresponding local people's governments in conjunction with the provincial (autonomous regions and municipalities) communications administration, and are responsible for organizing and coordinating the communications security emergency work within their respective administrative areas. When necessary, set up an emergency command organization for on-site communication support, specifically responsible for the organization and coordination of on-site communication support.

The office of the leading group is located in the Ministry of Industry and Information Technology, and is responsible for daily liaison and transaction processing. The director of the office is the deputy minister in charge of the Ministry of Industry and Information Technology.

The leading group consists of an expert group, whose main duties are to undertake decision-making consultation tasks, put forward suggestions on disposal measures and comprehensively evaluate relevant disposal schemes. 3. 1 preventive mechanism

In the planning and construction of communication network, basic telecom operators should implement the requirements of network security, improve the construction of network security protection, monitoring and early warning and emergency communication guarantee system, and continuously improve the network self-healing and anti-destruction ability; Strengthen the monitoring of network operation safety and interconnection safety and the investigation of potential risks; Improve the emergency mechanism, revise and improve emergency plans for communication support at all levels, organize regular drills, strengthen publicity and education on network operation safety and emergency communication support, and improve the ability to respond to emergencies.

The competent department of communications shall strengthen the inspection and guidance on the network security protection, safe operation and emergency disposal of basic telecom operators.

3.2 early warning classification

According to the scope of influence, the communication early warning is divided into four grades: particularly serious (Grade I), serious (Grade II), relatively serious (Grade III) and general (Grade IV), which are marked as red, orange, yellow and blue in turn:

Grade I (red): failure of telecommunication network or other signs of events may lead to large-scale interruption of communication in more than two provinces (autonomous regions and municipalities).

Grade II (orange): Telecommunication network failure or other signs of events may lead to large-scale interruption of communication between 1 provinces (autonomous regions and municipalities).

Grade III (yellow): Telecommunication network failure or other signs of events may cause large-scale communication interruption in more than two counties in 1 city (prefecture).

Grade Ⅳ (blue): Telecommunication network failure or other signs of events may cause communication interruption in 1 county.

In case of special circumstances, the corresponding warning level can be appropriately adjusted according to the actual situation.

3.3 Early warning and monitoring

The transportation department shall establish a disaster early warning information sharing mechanism with relevant departments, strengthen the early warning and monitoring function of the communication network emergency command and dispatch system, pay close attention to and timely summarize, report and enjoy relevant information.

Basic telecom operators should establish and improve the network early warning and monitoring mechanism, and strengthen the monitoring of telecom network operation.

3.4 Early warning notice

The leading group is responsible for the confirmation and notification of Class I early warning. The provincial communication security emergency command organization is responsible for the confirmation and reporting of Class II, III and IV early warning.

3.5 Early warning actions

With the approval of the leading group, when the level I early warning is reached, the level I early warning action will be started:

(1) Notify the communication administrations of relevant provinces (autonomous regions and municipalities) and basic telecom operators to implement the preparations for communication guarantee.

(two) to study and determine the emergency preparedness measures and work plans for communication support.

(3) Emergency deployment resource scheduling, organization and mobilization, departmental linkage and other preparatory work.

(4) according to the progress of the situation, timely adjust the early warning level or cancel the early warning.

If the leading group fails to meet the first-class early warning conditions, the office of the leading group will promptly notify the relevant provincial communication security emergency command institutions and basic telecom operators.

For the early warning information below Grade II, the relevant local communication support emergency command organization is responsible for taking corresponding early warning actions and reporting important information in time. 4. 1 working mechanism

According to the scope of influence, the degree of harm and the importance of communication support tasks, four emergency response levels of communication support are set. The leading group is responsible for organizing the implementation of level I response, level II response is organized and implemented by the relevant provincial communication support emergency command institutions, level III response is organized and implemented by the relevant city (prefecture) level communication support emergency command institutions, and level IV response is organized and implemented by the relevant county-level communication support emergency command institutions. See Annex 7. 1 for the response starting conditions at all levels.

After the Class I response is started, the emergency command institutions of communication support at all levels start working mechanisms such as command linkage, information submission, consultation and communication, and information announcement and release, and carry out communication support work in an orderly manner.

4.2 Pretreatment and Information Reporting

After the incident, the relevant basic telecommunications business operators should immediately take effective measures to control the development of the situation and report the incident information in a timely manner in accordance with relevant regulations; After receiving the incident information report, the communication security emergency command institution shall immediately take countermeasures and report to the superior communication security emergency command institution in time.

4.3 First-level response

4.3. 1 Start program

(1) The office of the leading group immediately reports relevant information to the leading group, and puts forward suggestions for starting the level I response; At the same time, notify the member units.

(2) Initiate and organize the implementation of Level I response after confirmation by the leading group.

(3) the office of the leading group shall notify all member units and the communication administrations of all provinces (autonomous regions and municipalities).

(4) The emergency communication support forces of all provinces (autonomous regions and municipalities) and basic telecom operators start corresponding emergency command institutions and emergency plans for communication support.

(5) All member units start relevant emergency plans and make coordinated response.

4.3.2 Emergency Attendance and Information Submission

(1) Start the emergency duty system. The office of the leading group is on duty 24 hours a day, and the liaison officers of member units maintain 24-hour communication.

(2) Start the information submission process, and the communication security emergency command organization, basic telecom operation enterprises and relevant member units at the incident place shall submit information according to the specified content and frequency.

(3) The office of the leading group analyzes and summarizes the submitted information for the decision-making reference of the leading group, and informs relevant departments and units of relevant information as required.

Decision making and deployment

According to the existing information and the relevant work requirements of the State Council, the leading group convened relevant member units to hold a consultation meeting, and coordinated and organized cross-departmental, cross-regional and cross-enterprise calls for emergency communication support teams and emergency equipment.

The office of the leading group organizes an expert group to analyze and evaluate relevant information, and study and put forward emergency countermeasures and scheme suggestions; Implement the decision of the leading group, issue communication guarantee and recovery tasks to the relevant provinces (autonomous regions and municipalities) Communication Administration Bureau, basic telecom operators and relevant member units, and supervise the implementation.

After receiving the task, the relevant units should immediately organize the support team and emergency communication resources to carry out communication support and recovery work, and report the implementation of the task to the leading group office in a timely manner.

Field command

According to the requirements of the leading group, under the command of the communication administration of the province (autonomous region or municipality) where the incident occurred, an on-site communication support emergency command organization was established to organize and coordinate the on-site communication support emergency work.

The end of the state of emergency

(1) The office of the leading group shall, as appropriate, put forward suggestions to the leading group to end the level I response.

(2) After the leading group studies and determines, it announces the end of level I response.

(3) Relevant units terminate emergency response.

The specific actions of Class II, III and IV emergency response can refer to Class I response action, and the corresponding communication security emergency command organization shall stipulate it in the emergency plan in combination with the actual situation. If it exceeds the emergency handling capacity at the corresponding level, it shall timely request the support of the superior communication support emergency command organization. 5. 1 Summary evaluation

After the emergency work of communication support, the relevant emergency management institutions of communication support shall make statistics and summary on the loss of public telecommunication network facilities in emergencies, and summarize and evaluate the completion of tasks. The leading group is responsible for analyzing and evaluating the completion of particularly important communication support tasks and putting forward suggestions for improvement.

5.2 Collection of compensation

After the emergency work of communication security is completed, the people's governments at or above the county level and the relevant departments shall promptly return the requisitioned communication materials and equipment; If losses are caused or cannot be returned, appropriate compensation shall be given in accordance with relevant regulations.

5.3 Restoration and Reconstruction

After the emergency disposal, according to the requirements of the leading group and the provincial people's government where the incident occurred, the relevant provincial (autonomous regions and municipalities) Communications Administration immediately organized the formulation of post-disaster recovery and reconstruction plans and submitted them to the Ministry of Industry and Information Technology, and organized basic telecommunications operators to implement them as soon as possible.

5.4 Reward and accountability

Units and individuals that have made outstanding contributions in the emergency work of communication security shall be rewarded according to regulations; If losses are caused by dereliction of duty in the emergency work of communication security, the parties concerned shall be investigated for responsibility according to relevant laws, regulations and relevant provisions of the state; If a crime is constituted, criminal responsibility shall be investigated according to law. 6. 1 Emergency Communication Support Team

The Ministry of Industry and Information Technology and other departments should strengthen the construction of emergency communication professional support team, make reasonable deployment according to the disaster distribution, and carry out corresponding training, drills and assessments to improve the actual combat capability of the team communication support. Basic telecom operators should, in accordance with the unified deployment of the Ministry of Industry and Information Technology, constantly improve the professional emergency mobile communication support team and the public communication network operation and maintenance emergency echelon, strengthen the emergency communication equipment, and meet the national emergency communication support requirements.

6.2 Infrastructure and material support

Basic telecom operators should equip necessary emergency communication support equipment (including basic protective equipment) according to regional characteristics and communication support work needs, especially small portable emergency communication equipment with strong adaptability, form a series of equipment configurations with diverse means and independent networking, strengthen the management, maintenance and repair of emergency equipment, and improve the management system of procurement, call, supplement and scrapping. The relevant departments of the State Council with special communication networks shall establish corresponding communication guarantee mechanisms according to the needs of emergency work.

6.3 Transportation safety

In order to ensure that emergency vehicles and materials can reach the emergency repair site quickly, relevant departments issue special licenses for emergency communication vehicles by organizing and coordinating necessary means of transportation, and provide timely transportation guarantee.

6.4 Power and energy supply security

All basic telecom operators should be equipped with emergency power generation equipment in accordance with the relevant provisions of the state. The relevant departments of coal, electricity, oil and gas transportation in the incident area are responsible for coordinating relevant enterprises to give priority to ensuring the power supply and oil supply requirements of communication facilities and on-site emergency communication equipment, and ensuring the power and energy supply of key communication nodes such as communication hubs and important local offices in an emergency state. If there are difficulties in coordination in this region, the Development and Reform Commission will organize and coordinate with the relevant member units of the inter-ministerial coordination mechanism for coal, electricity, oil and gas transportation.

6.5 local government support guarantee

The people's government of the place where the incident occurred is responsible for coordinating the relevant local administrative departments, ensuring the timely arrival of emergency materials, equipment and personnel for communication support, ensuring the supply of electricity and oil for on-site emergency communication systems, and providing necessary logistical support and coordinating social security forces when the materials provided by emergency personnel for communication support are insufficient.

6.6 Financial guarantee

The communication security expenses incurred due to emergency disposal and implementation of important communication security tasks shall be implemented by the financial department with reference to the financial emergency security plan. The disposal expenses such as communication guarantee and recovery caused by telecom network security accidents shall be borne by the basic telecom operators. 7. 1 startup conditions

7.1.1I response start condition

(1) The inter-provincial backbone network of the public communication network was interrupted, and the important national communication hub building was damaged, resulting in a large-scale interruption of communication in more than two provinces (autonomous regions and municipalities).

(2) The occurrence of other particularly serious and major emergencies, which need to provide communication guarantee, but are beyond the disposal capacity at the provincial level.

7.1.2 Class II response start conditions

(1) public communication network: the trunk network of provinces (autonomous regions and municipalities) is interrupted, and the important communication hub buildings at the provincial level are damaged, resulting in a large-scale interruption of communication between two listed cities (cities) in provinces (autonomous regions and municipalities).

(2) The occurrence of other particularly serious and major emergencies requires communication guarantee within the province (autonomous region or municipality), but it is beyond the disposal capacity of the municipality (prefecture).

7.1.3 Class III response starting conditions

(1) The public communication network at the city (prefecture) level was interrupted, and the important communication hub buildings at the city (prefecture) level were damaged, resulting in a large-scale interruption of local network communication.

(2) The occurrence of other major and above emergencies requires the city (prefecture) to provide communication security, but it is beyond the county-level disposal capacity.

7.1.4 Ⅳ response initial conditions

(1) The county-level network of public communication network was interrupted, resulting in a large-scale interruption of communication in the county.

(2) In case of other emergencies, communication guarantee is needed.

7.2 Plan Management and Update

This plan is formulated by the Ministry of Industry and Information Technology in conjunction with relevant departments of the State Council, and implemented after being approved by the State Council. The Ministry of Industry and Information Technology shall promptly convene relevant departments and experts to make an assessment, and make corresponding amendments according to changes in the situation, and report to the State Council for approval.

7.3 Publicity, training and exercises

People's governments of all provinces (autonomous regions and municipalities), communication departments at all levels and basic telecom operators should strengthen the publicity of this plan. The Ministry of Industry and Information Technology shall, jointly with the relevant departments of the State Council, formulate the training and drills of this plan, and regularly organize the training and drills of this plan.

7.4 the plan takes effect

This plan shall come into effect as of the date of promulgation.
