Code of conduct for certification consulting:

Article 1 A certification consulting institution shall establish a quality system and procedures for effectively controlling certification consulting, and conduct at least 1 internal quality system audit and management review every 12 months.

Article 2 Certification consulting institutions shall establish certification consulting implementation procedures suitable for certification consulting activities, provide certification consulting services for certification consulting clients according to the certification consulting implementation procedures, and ensure the authenticity and effectiveness of certification consulting activities.

The implementation procedures of certification consultation include: investigation and diagnosis, system planning, personnel training, document preparation, document release, system operation (the operation period must be at least 3 months), internal audit, management review and compliance audit.

Certification consultation in special fields such as environmental management system and occupational health and safety management system also needs to include procedures such as identification and evaluation of environmental and risk factors; Product certification consultation also needs to include procedures such as product conformity confirmation and design.

The certification consulting institution shall make a complete record of the implementation process of certification consulting and file it.

Article 3 A certification consulting institution shall establish a system of employment, training, assessment and ability evaluation of full-time and part-time certification consultants.

When a certification consulting institution hires a certification consultant, it shall employ personnel with good professional ethics, certain professional knowledge and practical experience in related industries, and obtain the registration qualification of certification consultant.

Article 4 A certification consulting institution shall manage, monitor and evaluate the certification consulting process, and establish corresponding procedures to measure the progress, quality and effectiveness of its consulting activities. When necessary, the certification consultation process and evaluation results should be fed back to customers.

Article 5 A certification consulting institution shall submit an annual report to the local provincial quality and technical supervision department before June 38 each year. The annual report includes the directory of institutions consulted by this institution in the previous year, the consultation standardization and effectiveness evaluation of full-time and part-time certification consultants practicing in this institution, and the internal quality system audit and management review of this institution.

Article 6 In any of the following circumstances, the certification consulting institution shall report to the local provincial quality and technical supervision department within 30 days from the date of change, and handle the relevant changes:

(a) the legal representative, business scope, business premises and other related contents have changed;

(2) The articles of association of the certification consulting institution have changed;

(3) There are changes in shareholders and senior management personnel responsible for implementation;

(four) the full-time certification consultant no longer meets the basic conditions stipulated in the approval letter of the certification consulting institution;

(5) Change of branches.

Article 7 A certification consulting institution shall not commit any of the following acts:

(a) the use of personnel who do not have the qualification to register as certification consultants to conduct certification consulting independently;

(2) Subcontracting the certification consulting business to other institutions or engaging in certification consulting activities in other cooperative ways;

(3) The offices of certification consulting institutions engage in certification consulting business activities;

(four) interfere with the right of the consultant to choose the certification body independently;

(five) to collect certification fees or accept funding that has a fair impact on certification consulting activities;

(six) to participate in the audit activities of certification bodies or to engage in certification activities in other ways as a branch of certification bodies;

(7) Making up operating records of system documents for the consulted party or helping or instructing the consulted party to conceal its true situation;

(eight) misleading or fraudulent propaganda or commitment;

(nine) to recommend its certification consulting unit for certification to certification institutions that have not been recognized by the National Certification and Accreditation Administration;

(ten) other acts in violation of laws, administrative regulations and departmental rules.
