Officially compiled laws are mainly laws compiled by law-creating organs at all levels; Unofficial legal collections are usually compiled by relevant state organs, institutions of higher learning, research institutions, social organizations, enterprises and institutions according to the needs of work, study or teaching and scientific research.

Compilation can only be carried out by the relevant legislative bodies.

3. Different legal responsibilities

Compiling laws is not making laws. Compile existing legal norms for review, collation, supplement and modification.

4. Different contents

The compilation of laws does not change the contents of legal documents; Codification is to establish a new code on the basis of the original.
