The voluntary disclosure of government information is mainly made public through the public network of Hunan Provincial Environmental Protection Department.
II. Main contents of voluntary information disclosure
Hunan Provincial Environmental Protection Department voluntarily disclosed the following information to the public:
1, environmental protection laws, regulations, rules, standards and other normative documents;
2. Environmental protection planning;
3. Environmental quality status;
4, environmental statistics and environmental survey information;
5 emergency plan, forecast, occurrence and disposal of environmental emergencies;
6, the distribution and implementation of the total discharge index of major pollutants, the issuance of sewage permits, and the quantitative assessment results of comprehensive improvement of urban environment;
7 types, output and disposal of solid waste in major cities;
8. Acceptance of environmental impact assessment documents of construction projects, the examination and approval results of environmental impact assessment documents that have been accepted and the acceptance results of environmental protection after the completion of construction projects, as well as other projects, bases, conditions, procedures and results of environmental protection administrative licensing;

The following government information is exempt from disclosure:
The length belongs to state secrets;
2. It belongs to trade secrets or may lead to the disclosure of trade secrets after disclosure;
3. Belonging to personal privacy or publicity may lead to improper infringement of personal privacy;
4 in the process of investigation, discussion and handling, except as otherwise provided by laws, regulations and these guidelines;
5 related to administrative law enforcement, which may affect the inspection, investigation, evidence collection and other law enforcement activities or threaten personal safety after publicity;
6. Other circumstances that are exempted from disclosure as stipulated by laws and regulations.

The time limit for voluntary disclosure of the above information is 20 working days from the date of information generation or change. If there is a prescribed time limit for disclosure, it shall be made public in accordance with the relevant provisions.

Step 2 submit an application
The applicant may submit a written application and fill in the application form for information disclosure. The application form can be applied to the accepting institution for collection or self-copying, or downloaded from the public website of Hunan Provincial Environmental Protection Department. Or fill in an electronic form and submit it directly through the e-mail address of the Provincial Environmental Protection Department. If it is really difficult to use a written form, the applicant can make an oral proposal, and the receptionist will fill in the application for government information disclosure on his behalf. Applicants can consult the relevant application procedures through the above contact telephone number.
(1) Apply through the Internet
After filling in the electronic application form on the public website of Hunan Provincial Environmental Protection Department, the applicant can send it to the application acceptance mailbox by e-mail.
(2) A written application
If the applicant applies by letter, please indicate the words "application for environmental information disclosure" in the lower left corner of the envelope. If the applicant applies by fax, please indicate the words "environmental information disclosure application".
3, the content of the application
(1) Name and contact information of the applicant;
(two) a description of the contents of the government information applied for disclosure;
(three) the formal requirements of the government information to be disclosed;
(4) Relevant certification materials of the applicant for special needs such as production, life and scientific research.
4. Processing of applications
Our bureau shall register after receiving the application form for information disclosure. And make the following reply within 15 working days from the date of registration:
(1) If it belongs to the public scope, inform the applicant of the ways and means to obtain environmental information;
(2) If it is not made public, it shall be made public within 10 working days in accordance with relevant regulations, and the applicant shall be informed of the ways and means to obtain environmental information;
(3) If it falls within the scope of exemption from disclosure, inform the applicant of the reasons for not disclosing it;
(4) If it is not within the scope of work of the environmental protection department, inform the applicant of the information authority and contact information;
(five) to inform the applicant that the government information applied for disclosure does not exist;
(6) If the application content is not clear, the applicant will be informed to make amendments and supplements.
5, government agencies to provide information according to the application fees and charges.
According to the applicant's application and through paper, disk, CD and other media to provide government information, you can charge a search fee according to the number of pieces of government information provided; Need to copy, print, burn, copy materials, use paper, disks, CDs and other items, and charge corresponding fees; Materials sent by mail, delivery, etc. Will be charged according to national standards. Those who provide environmental information to the applicant through other forms and collect fees shall obtain approval before implementation.
The cost of copying, mailing and delivering environmental information voluntarily disclosed at the request of the applicant can be implemented with reference to the above charging standards. If the applicant applies for fee waiver, please provide relevant certificates at that time.
Four. Supervision methods and procedures
Citizens, legal persons or other organizations may complain to the supervisory department if they think that their organs have not fulfilled their obligations of government information disclosure according to law.
