The people's governments of cities and counties (cities, districts) shall incorporate the funds for water environmental protection into the fiscal budget, formulate and implement water environmental protection plans and annual plans, support scientific and technological research and application of advanced technologies for water environmental protection, and commend and reward units and individuals that have made remarkable achievements in water environmental protection according to law.
Village (neighborhood) committees can stipulate the rights and obligations related to water environmental protection when formulating village regulations and residents' conventions, and guide village (neighborhood) people to participate in water environmental protection activities. Article 5 The people's governments of cities, counties (cities, districts) and townships shall strengthen the publicity and education of water environmental protection and enhance the public's awareness of water environmental protection. All relevant departments shall, in accordance with their duties, strengthen publicity and education on water environmental protection for management and service targets.
Encourage and support volunteers and social organizations to participate in water environmental protection. Article 6 The people's governments of cities and counties (cities, districts) shall report to the Standing Committee of the people's congress at the corresponding level on water environmental protection, the implementation of the long-term river (lake) system and the handling of major water environmental incidents every year. Article 9 The Municipal People's Government shall improve the monitoring and early warning system of water environmental quality and pollution sources, establish a data sharing mechanism, and strengthen the monitoring, early warning, supervision and management of key pollution sources, key river sections, drinking water source protection areas, groundwater, water environmental functional areas, etc. Article 10 The people's governments of cities and counties (cities, districts) shall strengthen cooperation with the people's governments of neighboring cities and counties (cities, districts) in the field of water environmental protection, and carry out joint prevention and control of pollution in transboundary basins and unified early warning of transboundary rivers. Eleventh city and county (city, district) ecological environment protection committee shall co-ordinate, study and decide on the following major issues of water environment protection:
(1) Comprehensive improvement of water environment of key rivers and lakes;
(two) improve the water ecological environment protection responsibility, assessment, reward and punishment mechanism;
(three) to coordinate the adjustment of environmental protection responsibilities of relevant departments;
(four) to coordinate the construction of regional recycling water system;
(five) the establishment of ecological environment, urban and rural water affairs, emergency management, urban management, public security and other departments linkage mechanism, strengthen the emergency investigation and disposal of sudden water environmental incidents and major water pollution accidents;
(six) other water environmental protection issues that need to be studied and solved by various departments. Article 12 The competent department of ecological environment shall be responsible for the unified supervision and management of water environmental protection within its jurisdiction, and guide, coordinate and supervise the people's governments at lower levels and their relevant departments to perform their duties of water environmental protection according to law; Take the lead in guiding the implementation of the compensation system for ecological environmental damage, and coordinate and solve cross-regional and inter-basin environmental pollution disputes; Responsible for compiling and supervising the implementation of water environmental protection, ecological environment planning and water function zoning of drinking water sources in this area in conjunction with relevant departments; Responsible for supervising and guiding the people's governments at lower levels to carry out the operation and protection of water ecological protection and water purification projects. Thirteenth urban and rural water departments are responsible for the preparation of water resources protection planning, urban and rural drainage and domestic sewage treatment planning in conjunction with relevant departments; To guide the protection of drinking water sources, development and utilization of groundwater, management and protection, and comprehensive management of groundwater overexploitation; Guide the ecological protection and restoration of rivers and lakes, manage the ecological flow and water quantity of rivers and lakes, and organize the implementation of groundwater monitoring; In conjunction with relevant departments, guide the construction and supervision of urban and rural domestic sewage discharge, domestic sewage treatment and other facilities, and guide the safe disposal of sludge from urban domestic sewage treatment plants; Promote the reuse of reclaimed water and improve the reuse rate of reclaimed water. Article 14 The competent agricultural and rural departments are responsible for supervising and managing the rational use of agricultural inputs such as pesticides and fertilizers, guiding and supervising the resource utilization of agricultural wastes such as crop straws, livestock manure and sewage, the backwater treatment of farmland, the ecological and healthy breeding of livestock and poultry aquatic products, and participating in the supervision and guidance of fishing port planting and breeding and the prevention and control of water pollution by fishing boats.
