According to the spirit of the document "Notice of the Education Department of the Autonomous Region on Doing a Good Job in the Qualification Identification of Primary and Secondary School Teachers in the Second Half of 2020" (No.44 [2020] of Gui Teacher), in order to do a good job in the qualification identification of teachers in our city, the relevant matters are hereby announced as follows:
First, determine the scope of the object.
Persons who apply for the qualification of internship instructors in kindergartens, primary schools, junior middle schools, senior middle schools and secondary vocational schools in our city shall meet one of the following conditions:
(1) Having a household registration in Chongzuo;
(2) Holding a residence permit within the validity period of Chongzuo City;
(three) graduates, college students and graduate students in Chongzuo full-time colleges and universities in 2020;
(four) Hong Kong, Macao and Taiwan residents who hold the residence permit of Hong Kong, Macao and Taiwan residents within the validity period of Chongzuo City may apply for recognition in their place of residence; Mainland travel permit for taiwan residents, a passport for Hong Kong and Macao residents to and from the mainland, valid for 5 years, and taking part in the qualification examination for primary and secondary school teachers in Guangxi Zhuang Autonomous Region and obtaining a qualified certificate within the validity period, shall apply for recognition at the place where the examination is held;
(5) Active servicemen and armed police stationed in Chongzuo.
Second, the authority of certification bodies.
(a) the county (city, district) Education Bureau is responsible for identifying the qualifications of kindergarten, primary school and junior high school teachers in this area;
(two) Chongzuo City Education Bureau is responsible for identifying the qualifications of municipal kindergartens, primary schools and junior high schools and the qualifications of internship instructors in senior middle schools and secondary vocational schools in the city;
(three) the same applicant can only apply for one kind of teacher qualification within one year.
Third, the appraisal time.

Fourth, the identification conditions
(a) the applicant shall pass the national primary and secondary school teacher qualification examination, and pass the written examination and interview, and obtain the certificate of qualification examination for primary and secondary school teachers within the validity period.
Applicants who entered the school before 20 1 1 and graduated from 20 19 or 2020 because they joined the army (the school retained their student status) may apply for direct recognition of teaching qualifications in the same or similar disciplines as their major.
(two) should abide by the Constitution and laws, love education, fulfill the obligations stipulated in the "Teachers Law", and abide by the professional ethics of teachers.
(three) should have the necessary knowledge to undertake education and teaching work and the ability to use the knowledge to analyze and solve practical problems in education and teaching.
(four) should have the corresponding qualifications stipulated in the "Teachers Law". In 2020, the qualifications for applying for kindergarten teachers can be relaxed to the graduates of full-time secondary normal schools, secondary vocational schools and technical colleges in Guangxi Zhuang Autonomous Region. These personnel must be filed in the Education Department of the autonomous region or the Department of Human Resources and Social Security, and those who have not filed shall not be recognized.
(five) should reach the second-class B and above standards in the "Standard of Putonghua Proficiency Test" issued by the State Language Committee. Among them, those who apply for the qualification of non-Chinese teachers, whose household registration or work unit is in a town other than the resident of the people's government at the county level at the time of application, can have the third level of Putonghua.

Failure to confirm at the site within the specified time shall be deemed as automatic waiver.

(3) The original "Physical Examination Form for Applicants for Teacher Qualification in Guangxi Zhuang Autonomous Region" (including relevant physical examination reports) issued by the hospital designated by the accreditation body (see Annex 2). The conclusion on the physical examination form should be clearly filled as "qualified" or "unqualified" (the validity period of the physical examination conclusion is 1 year) and stamped with the official seal of the physical examination hospital.
(4) There are 1 recent bareheaded front photos of the applicant with a colored white background 1 photo, and the name and eight registration numbers assigned by the registration system are clearly written on the back of the photos to apply for the teacher qualification certificate. The photos should be consistent with the photos uploaded during the online declaration.
(5) the original academic certificate. Applicants who have obtained Hong Kong, Macao and Taiwan education should also submit the original certificate of Hong Kong, Macao and Taiwan education issued by the Study Abroad Service Center of the Ministry of Education, and those who have obtained foreign education should also submit the original certificate of foreign education issued by the Study Abroad Service Center of the Ministry of Education.
If the academic information is verified by the electronic information of "Teacher Qualification Management Information System", the original academic certificate may not be submitted. If the comparison is unsuccessful (except secondary vocational school education), the applicant shall submit the original academic certificate, as well as the China higher education certification report (which can be applied through Xuexin.com in advance), otherwise it will be deemed as unqualified academic qualifications and will not be accepted.
(6) The original certificate of Putonghua proficiency test level. If the information of Putonghua proficiency test is verified by the electronic information of "Teacher Qualification Management Information System", the original may not be submitted.
(7) To apply for the qualification of internship guidance teacher in secondary vocational schools, it is necessary to provide the original certificate of professional and technical position of assistant engineer or above or technical grade of intermediate workers or above.
4. Physical examination requirements.
(1) All applicants from Tiandeng, daxin county, Fusui County, Longzhou County, Ningming County and Pingxiang City went to the local people's hospital for physical examination;

(5) Issuing certificates.
Those who meet the statutory requirements shall be awarded the corresponding teacher qualification certificate. Each confirmation point shall notify the applicant of the issuing time in an appropriate manner. The "Application Form for Teacher Qualification" is submitted by the applicant to the administrative department where my personnel file is located, and it is included in my personnel file.

The education bureaus of counties (cities, districts) should strictly implement various prevention and control measures according to the situation of epidemic prevention and control in Guangxi and the principle of territorial management, arrange the time reasonably at wrong times and peaks, and make overall plans for epidemic prevention and control and teacher qualification identification.

It is necessary to make overall arrangements for the evaluation work time within the jurisdiction during the opening period of the whole region, strengthen publicity through the Internet, newspapers and other media, timely release relevant information, patiently answer social inquiries, and ensure the smooth and orderly development of the qualification evaluation of primary and secondary school teachers. Institutions at all levels should strictly abide by the Network Security Law of the People's Republic of China in the use of information systems. Information system users must register with their real names, and user information must be reported to the Education Department of the autonomous region for registration, strictly implement the security responsibility system, and ensure information security.
(II) Education bureaus and accreditation bodies of counties (cities, districts) should conscientiously implement the spirit of "Opinions on Establishing Information Access Inquiry System for Teachers' Sexual Abuse and Crimes" of the Supreme People's Procuratorate and other three departments, and conduct teacher qualification access inquiry before the applicant for teacher qualification obtains the teacher qualification. If the information of sexual assault crime is found in the inquiry, it will not be recognized.
