On June 22, 2002, the provincial government approved the Opinions of the Provincial Public Security Department on Further Deepening the Reform of the Household Registration Management System (Su [2002]142, hereinafter referred to as the Opinions) and decided to carry out major reforms on the household registration management system in our province. In order to implement the Opinions, relevant matters are hereby notified as follows:
First, fully understand the necessity and importance of deepening the reform of household registration management system
Deepening the reform of household registration management system is an important decision of the provincial party committee and government to implement the spirit of the 16th Party Congress, adapt to the requirements of the socialist market economic system, vigorously implement the urbanization development strategy, promote enriching the people and strengthening the province, and take the lead in basically realizing modernization on the basis of building a well-off society in an all-round way. It is an important measure to meet the challenge of China's entry into WTO, guide farmers to transfer to non-agricultural industries and towns in an orderly manner, and fundamentally solve the problems of agriculture, rural areas and farmers. It is a concrete manifestation of strengthening the relationship between the party and the government and the people and safeguarding the fundamental interests of the overwhelming majority of the people. It plays a positive role in promoting the coordinated development of urban and rural economy in our province, promoting the optimal allocation and rational flow of population resources and maintaining social stability. Local public security organs must fully understand the necessity and importance of deepening the reform of household registration management system from the perspective of practicing Theory of Three Represents, earnestly enhance their sense of responsibility and urgency, further emancipate their minds, change their concepts, carefully organize and pay close attention to implementation, and ensure the smooth progress of this reform.
Two, combined with local conditions, actively organize the implementation.
All localities should, in accordance with the provisions of the "Opinions" and in light of the actual situation, pay close attention to formulating practical implementation measures, and actively and steadily organize their implementation after being approved by the local government. Before May/KLOC-0, 2003, the reform measures were implemented in the whole province, such as canceling the nature of household registration, canceling the management of urban population planning indicators, canceling the conditions for moving to cities to rely on relatives, reforming the migration methods of college students' household registration in the province, and delegating the examination and approval authority of household registration; Other reform measures, such as the establishment of a conditional access system for urban hukou, will be implemented before July 6, 2003. It is necessary to strengthen investigation and study, grasp the progress of reform in time, study and solve problems encountered in reform, strengthen classified guidance, and guide the healthy and smooth development of reform.
Third, correctly grasp the direction of reform and strictly manage household registration.
In view of the great strength of this reform, all localities should conscientiously do a good job of convergence and take this opportunity to further tighten household registration management and strengthen and improve population management.
(a) the province's urban and rural residents to implement a unified household registration management system. From May 2003 1, the hukou nature of agricultural registered permanent residence, non-agricultural registered permanent residence, local town hukou, blue-printed hukou, and self-care rations hukou will be cancelled throughout the province, and registered hukou will be collectively referred to as "resident hukou" according to the actual place of residence. The newly issued household registration book, permanent population registration form and migration certificate no longer indicate the nature of the household registration. When moving and changing procedures in registered permanent residence, it is necessary to gradually cancel the labeling of the nature of the household registration in the inner page of the original household registration book and the permanent population registration form. When printing household registration books and permanent population registration forms, "households" no longer distinguish between agriculture and non-agriculture, and all are printed as "family households" or "collective households".
(two) the comprehensive establishment of household registration conditions access system. Cancel the "rural to non-agricultural" system, cancel the immigration permit for non-agricultural population, and implement the conditional access system for household registration. Legally fixed residence refers to the public housing purchased and built by the unit and leased to the employees of the unit, with legal and effective housing property right certificate and land use certificate or public housing lease certificate. Having a stable job (source of income) refers to being formally employed by local organs, organizations, enterprises, institutions and other units (those employed by enterprises should apply for social insurance), investing in secondary and tertiary industries and having a stable economic income. County-level cities, counties, towns and the following areas, according to the conditions of legally fixed residence or stable occupation (source of life) for household registration. The specific access conditions of megacities and big cities shall be determined by the municipal governments under the jurisdiction of each province according to the local economic development level and affordability in the spirit of gradual relaxation and submitted to the provincial government for the record. There is no limit to the area of legally fixed residence in areas below the county level, and the legally fixed residence in cities includes "second-hand houses".
(3) Talents introduced from cities can be settled in talent exchange centers or job introduction centers set up by government departments, or in the collective accounts of units or the homes of their relatives and friends. Registered permanent residence, should provide the corresponding legal education certificate, qualification certificate or professional and technical certificate, college and technical school graduates should also provide labor contracts. After approval by the public security organs, the household registration will be moved in. Priority is given to middle and senior scientific and technological talents and graduates of national 100 key universities recognized by the national "21"project to settle in cities. The conditions for the main management personnel of enterprises investing in cities to settle down shall be determined by the cities according to the actual situation.
(4) Where students from this province are admitted to colleges and universities in our province, they need not go through the registered permanent residence transfer formalities according to their own wishes when they enter the school, and they shall be uniformly filed by the school. By virtue of the enrollment roster and the new students' admission notice, they shall register their temporary residence at the local police station without issuing the Temporary Residence Permit. This year's graduates will move their registered permanent residence into their work place or actual residence by virtue of the employment agreement signed with the employer, the graduation certificate of ordinary colleges and universities, and the employment registration card of graduates of ordinary colleges and universities nationwide. Non-fresh graduates will move their registered permanent residence to work or actual residence, and cancel their temporary registered permanent residence. Work units in other provinces and cities, according to the nature of agricultural registered permanent residence to move out. I voluntarily moved my registered permanent residence to the school, enrolled local students from universities outside the province, and enrolled foreign students from universities in our province (including technical schools). When entering school, the household registration will be moved to the school location according to the existing national regulations, and it will be managed according to the original method.
(five) the implementation of online migration account system in urban areas. In the provincial cities and counties (cities) that have completed the task of upgrading the population information system and realized real-time online operation, the online household registration system will be fully implemented, and the "Household Registration Certificate" will no longer be used for registered permanent residence registration in urban areas. Transfer of household registration outside the city and transfer of household registration in the city to the local police station; Birth registration, cancellation of household registration, restoration of household registration, moving out of the city and change of household registration are being handled by the local police station.
(six) simplify the examination and approval procedures for specific accounts and shorten the processing time. Matters requiring examination and approval in account migration shall be examined and approved by county-level public security organs except for difficult and complicated accounts, and provincial public security organs shall strengthen supervision, management, inspection and guidance on the examination and approval of various accounts. For the account matters that need to be reported for approval, the police station shall complete the investigation and verification within 20 working days from the date of accepting the application, and report the relevant materials to the county (city) and district public security organs; If it is necessary to send a letter to investigate, it shall be completed within 3 working days after receiving the reply. The police station shall notify the applicant within 2 working days after receiving the examination and approval results from the county (city) and district public security organs. The county (city) and district public security organs shall complete the investigation, verification and approval within 15 working days after receiving the materials submitted by the police station. It is necessary to further simplify the examination and approval procedures and procedures, and implement online examination and approval where conditions permit to facilitate and serve the masses.
(7) Further strengthen household registration management and consolidate the foundation of population management. Taking the opportunity of deepening the reform of the household registration management system, according to the principle of current residence management, we will seriously carry out the survey of the actual population base, find out the base, accumulate data, further improve and strictly implement the systems of permanent residence, temporary residence, accommodation registration, cancellation, immigration, emigration, change and correction, adjust and enrich the basic population information in time, and ensure that the data in the information system are accurate and constantly updated. Further implement the control measures for high-risk groups of illegal crimes, and effectively find, control and provide criminal suspects within the jurisdiction.
Four, strengthen leadership, extensive publicity, to ensure the smooth progress of the reform.
The reform of household registration management system involves a wide range and has a strong policy, which is related to the vital interests of the broad masses of the people and the overall situation of economic development and social stability. The local government should be invited to strengthen leadership, elaborate organization and actively implement it. The main leaders of the city and county public security bureaus should personally take charge of them, and the leaders in charge should pay specific attention to them. The public security household administration departments should give full play to their functions, be good staff assistants, and do a good job in implementation. We should make full use of television, radio, newspapers and other news media, widely publicize the purpose, significance, principles and policies of the household registration system reform, hand over the policies to the masses, mobilize the enthusiasm of the masses to participate in the reform, and create a good atmosphere for the reform. It is necessary to organize the general police to seriously study the spirit of the Opinions, accurately grasp the policy provisions, clarify the tasks and work requirements, and prevent deviations in implementation. All localities should further tighten work discipline and ensure the smooth implementation of government decrees. The "Non-agricultural Population Migration Certificate" used in relevant places should be cancelled immediately. At the same time, it is strictly forbidden to charge any fees other than the cost of household registration documents in the name of changing households. Discipline inspection and supervision departments of public security organs at all levels should strengthen supervision and inspection, and resolutely investigate the responsibility of relevant leaders and parties for fraud, malpractice and illegal charges.
