The "Reply" document pointed out that "the collection of comprehensive land price in agricultural areas consists of land compensation fees and resettlement subsidies. The compensation standard for collective land other than collective agricultural land can be formulated with reference to the relevant provisions of the Measures for the Implementation of the Land Management Law of Sichuan Province, but it shall not be less than 0.5 times of the comprehensive land price of agricultural land. The compensation standards for land acquisition for large and medium-sized water conservancy and hydropower projects shall be implemented in accordance with the relevant provisions of laws and regulations. "

The document also requires that the municipal (state) governments should organize the county (city, district) governments under their jurisdiction to announce the comprehensive land price of agricultural land in a timely manner. The contents of the announcement should include the comprehensive land price standard in the region, the proportion of land compensation fees and resettlement subsidies, the implementation time, and the measures for connecting the old and new land acquisition compensation standards. At the same time, it is necessary to strengthen policy interpretation and publicity, facilitate public inquiries, and fully protect the right to know, participate and supervise the land-expropriated farmers.

The document emphasizes that all localities should earnestly fulfill the main responsibility of land acquisition and strictly fulfill the land acquisition procedures according to law.
