Zhang Aiping said that in the past, for such documents, a draft for comments was generally made first, and then it was distributed to relevant departments to propose amendments. The CIO is a person between technology and management. He is proficient in business work and can also talk to technology.
"But the real pen is not necessarily the leadership of the relevant offices, but the staff of the following business offices. The true opinions of leaders are often not well reflected. " Zhang Aiping said.
In Zhang Aiping's view, taking the form of CIO's special regular meeting put an end to the phenomenon of "proxy meeting" which was common in government departments' meetings in the past, and well avoided the attenuation of information.
