Where laws and regulations provide otherwise for the protection and inheritance of red resources, such provisions shall prevail. Article 3 The term "red resources" as mentioned in these Regulations refers to the following material and spiritual resources with commemorative significance, educational significance and historical value, which were formed under the leadership of China's * * * Production Party in the new democratic revolution, socialist revolution and construction, reform and opening up, and socialist modernization, as well as in the new era of Socialism with Chinese characteristics:
(1) Sites, former sites, memorial facilities or places, etc. ;
(2) Archives, manuscripts, documents, audio-visual materials and objects;
(3) Other representative resources. Article 4 The protection and inheritance of red resources shall follow the principles of respecting historical facts, inheriting and carrying forward, grading identification and territorial management, implement the policies of giving priority to protection, giving priority to rescue, rational utilization and strengthening management, earnestly safeguard the unique historical environment of red resources, and maintain its historical authenticity, resource integrity and cultural continuity to the maximum extent. Article 5 The people's governments of cities and counties (districts) shall strengthen their leadership in the protection and inheritance of red resources, incorporate the protection and inheritance of red resources into national economic and social development plans, land and space plans and rural revitalization plans, and establish and improve a budget and guarantee mechanism that is compatible with economic and social development and meets the needs of red resources protection and inheritance.
City, county (District) people's governments shall establish and improve the coordination mechanism for the protection and inheritance of red resources such as information sharing and joint meetings, and coordinate and solve major problems in the protection and inheritance of red resources.
Township people's governments and sub-district offices shall do a good job in the protection and inheritance of red resources within their respective jurisdictions. Article 6 The municipal administrative department of red resources shall be responsible for the guidance, coordination and supervision of the protection and inheritance of red resources in counties (districts), and do a good job in the protection and inheritance of other red resources within the scope of duties and powers.
County (District) administrative department of red resources is responsible for the protection and inheritance of red resources within their respective administrative areas, and shall perform the following duties:
(a) the implementation of laws, regulations and policies on the protection and inheritance of red resources;
(two) in conjunction with the relevant departments to prepare and implement the red resources protection and inheritance plan;
(three) to organize the investigation, identification, filing and declaration of red resources;
(four) to organize the rescue, repair, restoration and construction of red resources;
(five) the establishment, management and maintenance of red resource protection signs and facilities;
(six) to organize publicity and education, display and utilization, scientific research and cultural exchanges of red resources;
(seven) responsible for the safety management of red resources, investigate and deal with illegal acts according to law;
(eight) other work related to the protection and inheritance of red resources.
City, county (District) veterans affairs administrative department is responsible for the protection and utilization of red resources, historical materials and martyrs' praise in martyrs memorial facilities.
City, county (District) education administrative department is responsible for supervising and guiding the school to carry out the work related to the protection and inheritance of red resources. Seventh city and county (District) departments of cultural relics, development and reform, finance, public security, agriculture and rural areas, housing and urban and rural construction, natural resources, ecological environment, emergency management, civil affairs, archives and other departments, according to their respective responsibilities, do a good job in the protection and inheritance of red resources. Eighth trade unions, the Communist Youth League, women's federations and other mass organizations should give full play to their respective advantages and organize the work related to the protection and inheritance of red resources.
Villagers' committees and community residents' committees shall assist in the protection and inheritance of red resources. Article 9 The city and county (district) shall set up an expert committee on the protection and inheritance of red resources composed of professionals in related fields to provide consultation, demonstration and evaluation services for the protection and inheritance of red resources. Tenth units and individuals are encouraged to participate in the protection and inheritance of red resources. Units and individuals that have made outstanding contributions to the protection and inheritance of red resources shall be commended and rewarded in accordance with relevant regulations. Eleventh all units and individuals have the obligation to protect and inherit the red resources. Red resources and labels shall not be destroyed, occupied, damaged or smeared, and red resources shall not be evaluated and utilized in a distorted, derogatory, profane, negative, ugly and vulgar way. Chapter II Investigation and Identification Article 12 The municipal and county (district) administrative departments of red resources shall organize the general survey and special investigation of red resources, do a good job in the collection, collation, identification and archiving of red resources and related documents, and establish a red resource database. Article 13 The identification of red resources shall be organized by the administrative department in charge of red resources of the county (district) on the basis of fully soliciting opinions on propaganda, cultural relics, education, civil affairs, affairs of retired military personnel, local chronicles of party history and other aspects, and submitted to the county (district) people's government for approval and promulgation.
Involving two or more county-level administrative regions or county (District) people's governments as municipal, the county (District) people's government shall report to the municipal administrative department of red resources for examination and approval, and report to the municipal people's government for approval and promulgation.
