Xi 'an: Intermediaries should not presume the trend of real estate, and should not speculate on the transaction information of friends circle.

On June 24th, I learned from the Xi Real Estate Agency Industry Association of Shaanxi Province that the association issued an industry self-discipline initiative, calling on member units and employees to carry out self-examination and self-correction, strengthen the internal management of houses and standardize information release, and maintain the order of the real estate market.

The proposal requires that intermediaries should not publish information that deviates from the positioning of "housing and not speculating". Houses are used for living, not for speculation, and all real estate transactions cannot violate the basic positioning of "living without speculation".

The proposal shows that all intermediaries must operate in good faith according to law and may not provide listing services for houses that do not meet the housing transaction conditions. At the same time, the association requires strict regulation of the release of housing information, and all listed houses must hold real estate licenses and comply with the housing sales restriction policy of Xi City.

Timely deal with the problem of "no owner's entrustment, no pictures on the spot, no one has seen it for a long time and it is obviously higher than the market transaction price", and actively carry out internal rectification.

The association requires that intermediaries should not incite sellers to raise the listing price of houses in the name of school districts and degrees. Xi Housing Management Bureau, Xi Education Bureau and Xi Industry and Commerce Bureau jointly issued a document requesting that it is explicitly prohibited to link housing sales with school districts and schools and drive up housing prices. Therefore, institutions and employees must strictly abide by the relevant regulations, and must not induce \ incite sellers to deliberately raise the selling price and undermine the stability of Xi's real estate market.

Regarding the published price of houses, the Association requires intermediaries not to publish information about houses whose listing price is obviously higher than the actual transaction price. All intermediaries need to effectively strengthen internal management and standardize the behavior of employees. All houses must be listed and traded at the actual price to ensure that the information of the houses is true and true.

The association requires intermediaries not to release information in a partial way: not to unilaterally speculate on the trend of the real estate market with individual transaction cases, and not to create panic in buying houses in any way. All information release must be realistic, not speculative.

In addition, intermediaries are not allowed to fabricate and disseminate false news, use exaggerated titles, and publish articles whose contents are seriously inconsistent with the titles. All institutions and individuals shall strictly abide by the Regulations on Ecological Governance of Network Information Content and other laws and regulations, and shall not exaggerate, fabricate or exaggerate housing transaction information on external platforms such as personal Tik Tok, WeChat and friends circle.

All member units should fulfill their duties, actively practice the contents of the initiative, and strengthen personnel management within the organization. The association will also actively promote industry self-discipline, standardize industry behavior, actively cooperate with the rectification requirements of the housing and construction departments to maintain market stability, promptly notify and punish bad phenomena, and actively cooperate with relevant departments to deal with them.

Xi not only regulates the intermediary, but also regulates the behavior of real estate development enterprises. It was learned from Xi Housing and Urban-Rural Development Bureau that in order to solve the problems that real estate development enterprises hoard houses in disguised form, drive up housing prices, fail to deliver houses according to contracts, illegal profit-making by real estate "black intermediaries" and monopoly of property services, the bureau published 22 telephone numbers, websites or mailboxes that received reports from the masses.
