Primary or secondary school enrollment is still subject to the principle of admission to the nearest school without examination. Primary school students with permanent residence in urban areas need to follow the principle of unification of actual residence, real estate license and household registration, so that children can register smoothly when they enter school.

Parents with permanent residence in this area should provide household registration book, house ownership certificate, parents' ID card, planned immunization insurance card or vaccination card when registering their children.
When children of migrant workers go to school in this area, they need to provide "six certificates": household registration book, parents' ID card, residence permit in this area, labor contract signed by one parent and the employing unit and authenticated by the labor and social security department or business license issued by the administrative department for industry and commerce, certificate of permission to study in this area issued by the people's government of a township (town) at or above the county (city) level or the education administrative department where the household registration is located, and immunization card.
Children of migrant workers should register at the designated place of the District Education and Sports Bureau where they actually live. After the examination and approval by the District Education and Sports Bureau, they will be arranged to attend designated schools according to the principle of nearest admission.
For the children of migrant workers who meet the conditions of borrowing, the school cannot refuse or charge borrowing fees.
