If it cannot be completed on schedule due to the epidemic situation, the land-using unit may apply for an extension and sign a supplementary agreement, and the duration of the first-level response to epidemic prevention and control is not included in the default period. The industrial land has signed a development and construction agreement and agreed on the input-output requirements. The district government (administrative committee) can adjust the development and construction agreement according to the enterprise's resumption of work, and it can be excluded from the assessment year in 2020, and the assessment period will be postponed accordingly.
Three, extend the payment period of land transfer fees. During the first-level response period of epidemic prevention and control in Suzhou, the Suzhou Municipal Bureau of Natural Resources and Planning announced the listing of commercial land for sale, and the payment time of the second-phase transfer fee can be postponed on the basis of the original stipulated payment time, and the delivery time of the land can be postponed accordingly, with the number of days from the date of land transaction (excluding the transaction date) to the date of termination of the first-level response of epidemic prevention and control in Suzhou (including the termination date).
Fourth, adjust the quotation rules beyond the market guidance price. Residential (commercial and residential) plots are not unified, and it is required to set the adjustment price of the pre-sale permit for completion. If it exceeds the market guidance price, it is not uniform to apply for pre-sale permit after the project structure is capped; If the quotation is entered, it is not uniform to apply for pre-sale permit after the project is completed and accepted.
For the residential (commercial and residential) land that has been sold and pre-sold after the project structure is capped or completed and accepted, the pre-sale and sales time node of the development enterprise can be appropriately advanced, based on the pre-sale and sales time calculated according to the normal construction period, and the advance time is calculated according to the first-level response days of epidemic prevention and control, which is specifically approved by the housing construction department.
