Shenzhen Consumer Council is a fully funded institution approved by Shenzhen Municipal People's Government on September 8th, 1989. Peng, deputy director of the Municipal Administration for Industry and Commerce (Price Bureau), served as the executive vice president of the association. The vice-chairmen are Shenzhen Bureau of Quality and Technical Supervision, Import and Export Commodity Inspection and Quarantine Bureau, Shenzhen Trade Development Council and Shenzhen Municipal Health Bureau. At present, there are 4 1 members, who come from government departments and social organizations.

Shenzhen Consumers Association (Shenzhen Consumer Council) performs the following nine functions according to the relevant provisions of the Law of People's Republic of China (PRC) on the Protection of Consumer Rights and Interests, the Regulations of Guangdong Province on the Protection of Consumer Rights and Interests and the Measures of Shenzhen Special Economic Zone on the Implementation of the Law of People's Republic of China (PRC) on the Protection of Consumer Rights and Interests:
1, providing consumers with consumption information and consulting services;
2 to participate in the supervision and inspection of goods and services by the relevant administrative departments;
3, the legitimate rights and interests of consumers, to the relevant administrative departments to reflect, query, suggestion;
4. Accepting consumer complaints, and investigating and mediating the complaints;
5. Complaints concerning the quality of goods and services may be submitted to the appraisal department for appraisal, which shall inform the appraisal theory;
6. Support the injured consumers to file a lawsuit against acts that harm the legitimate rights and interests of consumers;
7. Expose and criticize behaviors that harm consumers' legitimate rights and interests through mass media;
8. Investigate, compare, test and analyze the quality, price, after-sales service and consumer opinions of goods and services, and publish the results;
9. Require operators to take necessary measures to protect consumers' rights and interests, and supervise relevant industry organizations to draw up the contents of standard contracts.
