The entrusting organ shall publish the contents of the entrusted administrative organ and the entrusted administrative license.
The entrusting administrative organ shall be responsible for supervising the acts of the entrusted administrative organ in implementing the administrative license, and shall bear legal responsibility for the consequences of such acts.
The entrusted administrative organ shall, within the scope of entrustment, implement the administrative license in the name of the entrusted administrative organ; No other organization or individual may be entrusted to implement the administrative license.
Article 25 With the approval of the State Council, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with the principles of simplification, unification and efficiency, decide an administrative organ to exercise the administrative licensing power of the relevant administrative organ.
Twenty-sixth administrative licensing needs to be handled by multiple agencies within the administrative organ, the administrative organ shall determine a unified agency to accept administrative licensing applications and serve administrative licensing decisions.
If two or more departments of the local people's government implement the administrative license separately according to law, the people's government at the corresponding level may determine a department to accept the application for administrative license, and inform the relevant departments to put forward their opinions separately and handle it uniformly, or organize the relevant departments to jointly handle it centrally.
Twenty-seventh administrative organs to implement administrative licensing, shall not put forward to the applicant to buy designated goods, accept paid services and other improper requirements.
When handling the administrative license, the staff of the administrative organ shall not ask for or accept the property of the applicant, and shall not seek other interests.
Article 28 Unless otherwise stipulated by laws and administrative regulations, the inspection, testing and quarantine of equipment, facilities, products and articles directly related to public safety, personal health and the safety of life and property shall be carried out gradually by professional and technical organizations that meet the statutory conditions. Professional and technical organizations and their relevant personnel shall bear legal responsibility for the inspection, testing and quarantine conclusions.
