Since the 18th National Congress of the Communist Party of China, the state has put forward a series of requirements for the construction of think tanks, and has also made many key expositions. Think tanks are always the key link of a country's soft power. Under the background of the new era, the construction of a new type of think tank is imminent, and it is necessary to establish and improve the new organization mode and management mode of think tank to meet the requirements of the new era.
Combining with the spirit of the 19th National Congress of the Communist Party of China, it is not difficult to find that at present, it has become an urgent and important task to speed up the construction of philosophy and social sciences with China characteristics and strengthen the construction of new think tanks. Based on this situation, this paper deeply analyzes the significance of the construction of a new type of think tank, and discusses the construction mode and method of a new type of think tank in combination with the reality.
As an institution that studies socio-economic and political issues, think tanks play a very important role in the development of our country. In terms of management discourse, I think we should pay attention to the following points:
1. Strengthen the protection of intellectual property rights: think tanks often use their unique resources to carry out research work and publish results, but these results are easily copied and plagiarized. Therefore, it is necessary to establish an intellectual property protection mechanism.
2. Abide by academic norms: think tanks should abide by academic norms and must not fabricate data, tamper with results, copy others' results, etc.
3. Improve transparency and credibility: think tanks need to enhance transparency and credibility, such as the publication information of public publications and the source of project funds.
4. Develop a more reasonable evaluation system: Evaluation indicators play a very important role in evaluating the research work of think tanks. The current evaluation indicators are often too one-sided or simple, and a more diversified and scientific evaluation system should be adopted.
Types of think tanks in China:
The first category: Party, government and army think tanks. Refers to the think tank established through legislation or administrative organization regulations, which exists within the series of party, government and army and provides decision-making services for leaders at all levels. For example, the State Council Development Research Center and local party schools.
The second category: Academy of Social Sciences (referred to as Academy of Social Sciences). This is the most distinctive think tank series in China. From the perspective of funding sources, the Academy of Social Sciences is a government advisory body that is fully funded or funded by the government and commissioned by the project to carry out relevant research.
The third category: university think tanks. That is, institutions affiliated to universities engaged in policy research and decision-making consultation. This kind of think tank is established by universities alone or with the assistance of other institutions and groups.
The fourth category: folk think tanks. Public policy research institutions that are mainly funded by non-governmental organizations and reflect public voices or policy needs are mostly founded by enterprises, private individuals or non-governmental organizations.
