Black flying refers to some flights that have not obtained a private pilot's license or the legal status of the aircraft, that is, unregistered flights, which are dangerous to some extent. In China, any flight without the permission of the Civil Aviation Administration of China is not allowed. The requirements for obtaining a private pilot's license are stipulated by ICAO. According to ICAO regulations, applicants must successfully complete at least 40 hours of air flight training, while Britain and Spain stipulate 45 hours.

Pilot license training is a theoretical, technical and comprehensive work, and the training unit must be strictly examined and qualified by the Civil Aviation Administration of China or the Civil Aviation Regional Administration.

1, China civil aviation regulations concern the rights, restrictions and flight operations of private pilots.
2, the use of navigation data compilation, navigation notice and consulting materials.
3. Pre-flight preparation and procedures, including how to obtain runway length, take-off and landing data, weather report and forecast, fuel demand and other information, and how to make an alternate plan.
Meteorology, including identification of key weather conditions, avoidance of wind shear, procedures for obtaining meteorological data and use of aviation weather reports and forecasts.
5. Aerodynamic foundation and flight principle, basic working principle of aircraft power plant and various systems.
6. Navigation, including the use of charts and magnetic compasses, landmark and speculative navigation, visual flight rules, VFR flight, the use of navigation facilities and the operation of airborne navigation equipment.
