When will Tianshui Ring Expressway start?

S03 Tianshui Ring Expressway is an important project to support the construction of Tianshui comprehensive transportation hub, and it is also an important part of the newly adjusted ring expressways of six prefecture-level cities in Gansu Province Highway Network Planning (20 13-2030). The project consists of Mackey section around the city in the north and Qin Zhou section around the city in the south. After completion, the four expressways, namely Pingmian Expressway, Lianhuo Expressway, Shi Tian Expressway and Jing Tian Expressway, will be truly interconnected in Tianshui, forming a high-speed corridor connecting Gansu, Shaanxi and Sichuan provinces quickly, which is of great significance for improving the expressway network structure in the western region, optimizing the traffic organization among expressways in southeastern Gansu and promoting the interconnection of intercity transportation infrastructure. It is of great significance to alleviate the traffic pressure of vehicles passing through Tianshui City by Lianhuo Expressway, Tian Ping Expressway and Shi Tian Expressway, comprehensively improve the accessibility and bearing service function of Tianshui, and promote the high-quality economic and social development in southeastern Gansu. The Municipal Transportation Bureau shall supervise and guide the design unit, revise and improve the preliminary design of the project in time according to the opinions of the consulting unit and experts, and submit it for approval as soon as possible according to the procedures. The relevant departments directly under the municipal government and the two district governments should fully cooperate with each other, and the Municipal Transportation Bureau will take the lead in comprehensively promoting the preparatory work and strive to start construction as soon as possible.

People's Republic of China (PRC) Urban and Rural Planning Law Article 3 Cities and towns shall formulate urban planning and town planning in accordance with this law. Construction activities within a planned urban area shall conform to the planning requirements. The local people's governments at or above the county level shall, according to the local rural economic and social development level and the principle of adapting measures to local conditions and being practical, determine the areas where township planning and village planning should be formulated. Townships and villages in designated areas shall make plans in accordance with this law, and the construction of townships and villages in the planned areas shall meet the planning requirements. Local people's governments at or above the county level shall encourage and guide townships and villages in areas other than those specified in the preceding paragraph to formulate and implement township plans and village plans.

Article 4 The formulation and implementation of urban and rural planning shall follow the principles of urban and rural planning as a whole, rational layout, land conservation, intensive development and planning before construction, improve the ecological environment, promote the conservation and comprehensive utilization of resources and energy, protect natural resources such as cultivated land and historical and cultural heritage, maintain local characteristics, national characteristics and traditional features, and prevent pollution and other public hazards, so as to meet the requirements of regional population development, national defense construction, disaster prevention and mitigation, public health and public health. Construction activities in the planning area shall comply with the provisions of laws and regulations on land management, natural resources and environmental protection. The local people's governments at or above the county level shall, according to the reality of local economic and social development, reasonably determine the development scale, steps and construction standards of cities and towns in the overall urban planning and town planning.
