2. The employing unit in Macao may designate or entrust a labor service company with the right to operate Macao's labor services to recruit in the Mainland, and the labor service company shall submit relevant materials (such as photos and copies of ID cards). ) Apply to Macao Entry-Exit Affairs Bureau for approval.
3. After the examination and approval, the employer will report the information of the personnel going to Australia to the non-local labor department of the Macao Bureau of Labor and Employment, and put forward an application for importing foreign workers. The employer signs a contract with the labor service company on the basis of the approval document and contract, and the labor service company reports to the Foreign Economic Cooperation Department of the Ministry of Foreign Cooperation of Beijing for approval to export to Australia.
4. The laborers going to Australia should go to the place where they are registered within 10 days to handle the required information, and the laborers going to Australia will return the information and expenses to the labor service company, which will go to the exchange department of the Hong Kong and Macao Affairs Office of the local State Council to apply for a pass to Hong Kong and Macao.
5. After the pass is issued, the labor service company will arrange time for training to leave the country. After arriving in Australia, the employer will lead or go to the Macao Exit-Entry Administration to go through the formalities of non-local workers' permit before they can work.
I. Two identities of mainlanders working in Macao
1. One is to apply for a Macao non-permanent identity card for the purpose of settling in Macao. An enterprise in Macao has been making profits for three consecutive years, employing more than 15 local employees, and you have some work experience after graduating from undergraduate course, and your major meets the requirements of Macao's urgent need for talents. Then the enterprise can apply for Macao's non-permanent resident status for you, and you can enjoy the same treatment as Macao residents-you are a Macao resident. You can apply for Macao permanent residents to obtain Macao permanent identity cards if you renew them every three years for seven consecutive years-that is, if you are approved for three consecutive times.
2. If you plan to enter Macao as a migrant worker. If Macao enterprises are really short of manpower, they should apply to the Macao Trade Promotion Council for foreign workers. After approval, please invite the units that operate Hong Kong and Macao labor services approved by the relevant mainland departments to recruit, so that you can hold the Macao labor permit "Lanka" and get approval easily, and there is no restriction on the applicant's education and major. The disadvantage is that such an identity does not belong to settlement and can never be converted into Macao identity because of such an identity. You don't enjoy any benefits and conveniences of Macao residents.
Second, the difference between the two identities
Non-permanent residents have no right to vote and stand for election.
Non-permanent residents cannot be civil servants in Macao.
If a non-permanent resident of Macao commits a crime or is found to have obtained his identity by improper means, his status as a non-permanent resident will be revoked, and a permanent resident shall not be revoked, expelled or deported under any circumstances.
Non-permanent residents of Macao leave the country with Macao Travel Card, and about 10 countries and regions grant visa-free treatment. Holders of the Permit for Macao Residents to Travel to and from Hong Kong may be exempted from the visa for 30 days. Permanent residents who use Macao SAR passports are exempt from visas to 78 countries and regions, and only need to go to Hong Kong with their ID cards for half a year.
Labor law of the people's Republic of China
Article 2 This Law is applicable to enterprises, individual economic organizations, private non-enterprise units and other organizations (hereinafter referred to as employers) in People's Republic of China (PRC) to establish labor relations with laborers and conclude, perform, modify, dissolve or terminate labor contracts.

Laborers should complete labor tasks, improve their professional skills, implement labor safety and health laws and regulations, and observe labor discipline and professional ethics.
