City (prefecture) and county (city) administrative departments of Surveying and mapping (hereinafter referred to as the administrative departments of Surveying and mapping of cities and counties) shall be responsible for the unified supervision and management of surveying and mapping achievements within their respective administrative areas. Article 4 Surveying and mapping results shall be submitted according to law. A copy of the basic surveying and mapping results shall be submitted; Non-basic surveying and mapping results shall be submitted to the catalogue.
Surveying and mapping projects completed by the state and local financial investment shall be submitted by the undertaking unit of surveying and mapping projects; Surveying and mapping projects completed with other funds shall be submitted by surveying and mapping project investors. Fifth the following basic surveying and mapping results shall be submitted to the provincial administrative department of Surveying and mapping copy:
(1) Data and maps obtained by national astronomy, trigonometry, traverse, leveling, length, gravity survey and satellite geodesy;
(2) The national basic scale is 1:5000, 1: 1:25000, 1:50000,1:0.
(3) Data and image data obtained from basic aerial photography; Basic geographic information data and image data obtained from earth observation by remote sensing satellites and other spacecraft;
(four) the preparation of national, provincial, municipal and county comprehensive maps (sets, volumes) and ordinary maps (sets, volumes);
(5) Data and information of the basic geographic information system. Article 6 The following surveying and mapping achievements shall be submitted to the municipal administrative department of surveying and mapping where the surveying and mapping project is located:
(1) Copies of maps, video maps and their digitized products with national basic scales of 1: 500,1:kloc-0/000 and 1: 2000;
(2) Catalogue of thematic surveying and mapping results with scales of more than 5 square kilometers 1: 500,1:kloc-0/000, 1: 2000, 1: 5000;
(3) Catalogue of non-basic aerial photography data and image data;
(four) the catalogue of surveying and mapping achievements of national, provincial and local key construction projects. Article 7 For surveying and mapping achievements completed by foreign organizations or individuals in joint ventures and cooperation with relevant domestic departments or units within the administrative region of this province, the Chinese partner shall submit copies of all surveying and mapping achievements to the administrative department of Surveying and mapping in the State Council according to law, and submit the catalogue of surveying and mapping achievements to the administrative department of Surveying and mapping in the province. Article 8 Investors in surveying and mapping projects or units undertaking surveying and mapping projects invested by the state and local governments shall, within three months from the date of completion of surveying and mapping projects, submit copies or catalogues of surveying and mapping results in accordance with the provisions of Articles 5, 6 and 7 of these Measures.
The municipal administrative department of Surveying and mapping shall, within one month after receiving the copy or catalogue of surveying and mapping results, summarize and submit it to the provincial administrative department of Surveying and mapping.
The provincial administrative department of Surveying and mapping shall sort out the copies and catalogues of surveying and mapping achievements, regularly edit the catalogue of surveying and mapping achievements in the whole province, and announce it to the public. Ninth geographical elements such as place names, borders, transportation, water system, water conservancy facilities and land cover. Or the artificial facilities on the ground have undergone major changes, the relevant departments shall provide the changed information to the administrative department of Surveying and mapping at the same level within six months. The administrative department of Surveying and mapping shall update the changed geographic information data. Tenth basic surveying and mapping results shall be kept by the units designated by the administrative department of Surveying and mapping. The storage unit shall establish and improve the storage system of basic surveying and mapping results, timely classify and register the received surveying and mapping results, and establish archives; Without the approval of the administrative department of Surveying and mapping, the surveying and mapping results kept by our company shall not be copied, provided, transferred or used without authorization. Eleventh units producing and using surveying and mapping results shall, in accordance with the requirements of national secrecy, fire protection and file management, establish and improve the system of keeping surveying and mapping results, allocate necessary storage facilities and designate special personnel to be responsible for keeping them; When the custodian of surveying and mapping results changes, it shall perform the handover procedures; Surveying and mapping results are lost or leaked, it shall immediately report to the local administrative department of Surveying and mapping. Twelfth legal persons or other organizations need to use the basic surveying and mapping results that are state secrets, and they need to fill in the application form as required, apply to the administrative department of surveying and mapping where the surveying and mapping results are located, and submit the following materials:
(1) Certificate of use;
(two) the unit registration certificate and the corresponding organization code certificate and a copy;
(3) the agent's ID card and its copy;
(four) the confidentiality management regulations, internal use procedures and explanatory materials including storage facilities and environment;
(five) the name of the internal organization responsible for the confidentiality of the results, the name and contact information of the personnel.
After accepting the application, the administrative department of Surveying and mapping shall give approval on the spot if the application materials are complete, conform to the statutory form and can make a review decision on the spot; Under special circumstances, if the decision cannot be made on the spot, it shall be approved within ten working days.
