Twenty-second municipal engineering administrative departments to organize the construction and management of roads, urban road maintenance and repair units entrusted by them are responsible for maintenance and repair. The road invested and operated by the unit shall be maintained by the investment and construction unit or the unit entrusted by it. Roads in urban residential areas and development zones shall be maintained and repaired by the construction unit or its entrusted unit.

Twenty-fifth special vehicles for urban road maintenance and repair shall use unified signs; When performing a task, under the condition of ensuring safe and smooth traffic, it is not limited by the driving route and direction.
Chapter IV Road Administration

(six) to set up billboards or other floating objects on bridges or street lighting facilities without authorization;
(seven) other acts of damage and occupation of urban roads.
