Applicants who fill in the approval form (mostly civil servants or teachers) do not need to verify their family income, but both husband and wife are family members of government workers or teachers. This form shall be examined and sealed by the applicant and his/her spouse respectively.

3 Total approved amount
The unit or sub-district office where the applicant and his spouse are located shall be in accordance with Article 7 of Document No.7. 4 Registration and filing

5. Online publicity
The Municipal Development Office will post the information of the house buyer on Tianjin Construction Network for 10 working days, and then the applicant will go to the window for final review and receive the approved approval form, approval form or audit form.
6 certificate purchase
The applicant holds the certificate of permanent residence of urban residents in this city, ID card and approval form, approval form or audit form, and goes to the designated place of affordable housing for registration and purchase. Families who purchase affordable housing with an area exceeding the specified area shall temporarily pay the comprehensive land price to the real estate management department at 10% of the affordable housing price before going through the transfer formalities of the deed. The above-mentioned housing is managed according to the property right of affordable housing, and the part purchased in excess of the specified area is indicated on the property certificate. When re-listing, this part will no longer pay the land transfer fee.

Economy means that the house price is moderate relative to the market price and can adapt to the affordability of low-and middle-income families. The price of affordable housing is determined according to the construction cost. Construction costs include preferential land acquisition fees, survey and design fees, preliminary engineering fees, installation fees, supporting infrastructure construction fees in the community, loan interest, taxes and fees, and 1% ~ 3% management fees. Affordable housing is sold at a low profit price. Only sell, not rent. Its cost price consists of seven factors (land acquisition and demolition fee, survey and design fee, supporting fee, building installation fee and management fee). Loan interest, profit within 5%). The sale of affordable housing is guided by the government, and its price is determined by the people's government of the city or county according to the above factors. Preferential policies for purchasing affordable housing
Exempt from urban infrastructure supporting fees, commercial network construction fees and deed tax, and halve various taxes and fees such as tariff increase fees for hydropower customers. Construction land is supplied by administrative allocation, and relevant procedures are given priority. In addition, the management fee of affordable housing construction is limited to 1% ~ 3%, and the market profit is limited to below 3%.

Land acquisition methods are different, and the administrative allocation of land for affordable housing construction is exempt from land transfer fees; Commercial housing must pay the land transfer fee by means of transfer;

Different rental and sales policies, affordable housing is only sold without rent, and commercial housing is not restricted; The purchase conditions and objects are different. Affordable housing enjoys preferential treatment from the government, and the purchase target is specific, only for urban low-income families. Therefore, the application approval system should be implemented, and the objects and conditions of commercial housing purchase are not restricted;
The price policy is different, and the sale of affordable housing is the government-guided price, and it is not allowed to raise the price without authorization. The selling price of commercial housing is completely determined by the market. The property right of affordable housing purchased by individual residents belongs to individuals; The property right of a house is divided into four parts: the right of use, the right of possession, the right of disposal and the right of income. Compared with commercial housing, the difference between the property right of affordable housing and them is only the income right. After the commercial housing is listed for sale, all the proceeds will be owned by individuals.
Conditions for people to buy affordable housing
Article 20 of the Measures for the Administration of Affordable Housing stipulates that families meeting the following conditions may apply for the purchase or lease of a set of affordable housing:
(a) there are local urban hukou (including soldiers who meet the local resettlement conditions) or the supply targets determined by the municipal or county people's governments;

Before buying, you must ask for important information such as sales license and property rights, and on the basis of property management, carefully study the terms of the contract, stipulate the delivery time, area error, key supporting facilities, etc. in the supplementary terms, and indicate the punishment method of the developer in each breach of contract. If necessary, after careful consideration, it is more appropriate to ask a professional lawyer to sign. Don't believe the advertisements or the promises made by the salesmen, or you will regret it.
▲ Fourth, hand over the house.
After the house is built, you can move in through the completion acceptance, decoration and decoration procedures of the relevant competent departments. Don't forget to ask the developer for two books when handing over the house: the instruction manual and the quality guarantee. Many problems in this process are best explained one by one.
The Measures for the Administration of Affordable Housing jointly promulgated by the Ministry of Construction, the National Development and Reform Commission, the Ministry of Land and Resources and the People's Bank of China came into effect. "Measures" for the first time will raise funds, cooperative housing into the scope of affordable housing. "Measures" also stipulates that previously purchased and signed sales contracts or agreements of affordable housing, still in accordance with the original local regulations.
Specific steps of purchasing affordable housing
Because every place is different, we take Beijing as an example. (3) Within 30 working days after the house is delivered for use, the buyer and the seller shall go through the formalities of property right transfer with the land management department of the house where the construction project is located, and handle the house ownership certificate. Among them, the purchase of affordable housing built by the unit using its own land shall be handled by the unit in the housing and land management department.

Chapter I General Provisions

Article 3 These Measures shall be observed in the construction, trading and management of affordable housing.
Article 4 The development of affordable housing should adhere to the principle of "adapting measures to local conditions in different regions under the guidance of national macro-policies". The municipal and county people's governments should reasonably determine the policy objectives, construction standards, supply scope and supply targets of affordable housing according to the local economic and social development level, residents' housing situation and income level, and be responsible for organizing the implementation.
Fifth the purchase of affordable housing application, approval and publicity system.

The construction administrative departments of provinces and autonomous regions shall be responsible for the guidance and supervision of affordable housing within their respective administrative areas.
The administrative department of construction or real estate of the people's government of the city or county (hereinafter referred to as the "administrative department of affordable housing") is responsible for the implementation and management of affordable housing within its administrative area.
The administrative departments of planning (development and reform), land and resources, planning, price and other financial institutions of the people's governments at or above the county level shall be responsible for the related work of affordable housing in accordance with the division of responsibilities.
Seventh city and county people's governments shall, on the basis of analyzing and forecasting the market demand, formulate the development plan of affordable housing in this area.
The competent department of affordable housing of the people's government of the city or county shall, jointly with the administrative department of planning and land resources, make a good project reserve according to the overall land use planning, the overall urban planning and the development planning of affordable housing, so as to create conditions for rolling development year by year.
Article 8 The planning department of the municipal and county people's governments shall, jointly with the administrative departments of construction, planning, land and resources, prepare the annual investment plan and land use plan for the construction of affordable housing according to the development plan and project reserve. Affordable housing construction land should be included in the local annual land supply plan.
The central and state organs, enterprises and institutions directly under the central government and the army shall implement territorial management in the construction of affordable housing. The use of their own land to build affordable housing, approved by the competent authorities, into the local economic applicable housing construction investment plan, unified management.
Chapter II Preferential Policies
Ninth affordable housing construction land, according to the requirements of the overall land use planning and urban planning, rational layout, the implementation of administrative allocation of supply. It is strictly forbidden to change the land use and engage in commercial housing development in disguise after obtaining the allocated land in the name of affordable housing.
Tenth affordable housing construction and management of administrative fees, levied by half; The cost of community infrastructure construction other than affordable housing projects shall be borne by the government.
Eleventh individuals who purchase affordable housing to apply for loans from commercial banks, in addition to complying with the provisions of the "Measures for the Administration of Individual Housing Loans", should also provide proof of approval for the purchase of affordable housing. The interest rate of individual housing loan shall be subject to the loan interest rate announced by the People's Bank of China, and shall not rise.
Affordable housing construction units can apply for housing development loans from commercial banks with projects under construction as collateral.
Twelfth housing provident fund personal housing loans can be given priority to individuals who purchase affordable housing.
Chapter III Development and Construction
Thirteenth affordable housing development and construction should be in accordance with the principle of government organization and coordination, enterprise market operation, the implementation of project legal tender, real estate development enterprises participating in the tender must have the corresponding qualifications, funds, good development performance and social reputation.
Fourteenth affordable housing should be strictly controlled in small and medium-sized units, with medium housing area controlled at about 80 square meters and small housing area controlled at about 60 square meters. The people's governments of cities and counties can reasonably determine the scale and proportion of affordable housing Taoxing according to the income and living standards of local residents, and strictly manage them.
Fifteenth affordable housing planning and design should adhere to the principles of moderate standards, complete functions, economy, convenience and energy saving, and combine the goal of building a well-off society in an all-round way to optimize the planning and design scheme; The construction of affordable housing must strictly implement the relevant national technical specifications and standards, actively promote the application of advanced, mature and applicable new technologies, new processes, new materials and new equipment, and improve the construction level.
Sixteenth affordable housing construction units shall bear the ultimate responsibility for the quality of affordable housing projects developed and constructed by them.
The construction unit shall issue a "residential quality guarantee" and "instruction manual" to the buyer, and bear the warranty responsibility.
Chapter IV Determination and Publication of Prices
Seventeenth to determine the price of affordable housing should be based on the principle of guaranteed profit, and its sales benchmark price and floating range should be determined in accordance with the provisions of the Measures for the Administration of Affordable Housing Prices (J.J. [2002] No.2503); The rent standard is determined by the competent price department with pricing power in conjunction with the competent department of affordable housing on the basis of comprehensive consideration of construction, management costs and profits not higher than 3%.
After the price of affordable housing is determined, it shall be publicized to the public.
Eighteenth affordable housing sales should be clearly marked, the sales price shall not exceed the published benchmark price and floating range, and shall not charge any unspecified fees in addition to the marked price. The competent price department will supervise and manage according to law.
Nineteenth affordable housing charges to implement a one-card system, the relevant departments to collect fees, must fill in the payment registration card issued by the price department. No unit may use the name of deposit, deposit, etc. , in a disguised form to the affordable housing construction units to charge fees.
Chapter V Trading and After-sales Management
Twentieth families who meet the following conditions can apply for the purchase or lease of a set of affordable housing:
(a) there are local urban hukou (including soldiers who meet the local resettlement conditions) or the supply targets determined by the municipal or county people's governments;
(two) families with housing difficulties who have no housing or whose housing area is lower than the standard set by the people's government of the city or county;

Article 21 The municipal and county people's governments shall, according to the local commodity housing prices, disposable income of households, living standards and family population structure, stipulate the conditions and area standards for enjoying the purchase or lease of affordable housing, and announce them to the public.
Article 22 An applicant shall submit an application to the competent department of affordable housing of the people's government of the city or county with his household registration book, income certificate and housing certificate issued by his unit or sub-district office, and other supporting materials stipulated by the people's government of the city or county.
Twenty-third city and county people's government departments in charge of affordable housing shall complete the verification within the specified time. Those who meet the conditions shall be publicized. Complaints after publicity shall be investigated and verified by the competent department of affordable housing in conjunction with relevant departments; After investigation and verification, if there is no complaint or the complaint is not true, the verification opinion should be signed on the application form of affordable housing, and the preferential area or total house price standard that can be purchased should be indicated.
Twenty-fourth eligible families can purchase a set of affordable housing corresponding to the approved area with the approval documents. The purchase area shall not exceed the approved area in principle. If the purchase area is within the approved area, it shall be purchased at the approved price; The part of the purchase area that exceeds the approved area does not enjoy the government's preferential treatment, and the purchaser pays the difference. Measures for dealing with the price difference of the over-sized part shall be formulated and promulgated by the people's governments of cities and counties.
Twenty-fifth individual residents to buy affordable housing, should be in accordance with the provisions of the ownership registration. Housing and land registration departments shall indicate the indemnificatory housing and land allocation respectively when handling ownership registration.
Twenty-sixth affordable housing in the housing ownership certificate and land use certificate for a certain period of time, can be listed for sale at market prices; At the time of sale, the proceeds were paid to the government according to a certain proportion of the price difference between ordinary commodity housing and affordable housing in the same area at that time. The specific years and proportion shall be determined by the people's governments of cities and counties.
Affordable housing purchased by individuals shall not be used for rental operation before repaying income to the government.
Article 27 The state encourages real estate development enterprises to build affordable housing and rent it to eligible families at the price approved by the government.
Twenty-eighth affordable housing buyers to sell affordable housing at market prices, shall not buy affordable housing; If it is really necessary to change the purchase, it must be sold to families who have obtained the qualification of affordable housing at the current affordable housing price before they can apply again.
Chapter VI Fund-raising and Cooperative Construction
Twenty-ninth fund-raising, cooperative housing is an integral part of affordable housing, and its construction standards, preferential policies, listing conditions, and audit of supply targets are strictly implemented in accordance with the relevant provisions of affordable housing.
Fund-raising cooperative housing should be included in the local affordable housing construction plan and land use plan management.
Thirtieth industrial and mining areas and enterprises with more housing difficulties, with the approval of the municipal and county people's governments, can use the land occupied by their own units to raise funds for cooperative housing on the premise of conforming to the overall land use planning, urban planning and unit development planning. Participating in fund-raising cooperative housing construction must be limited to households without housing and families with housing difficulties that meet the requirements of the people's governments of cities and counties.
Article 31 The fund-raising cooperative housing funds collected from employees or members shall be managed by special funds and used for special purposes, and shall be subject to the supervision of local finance and the competent department of affordable housing.
Thirty-second whoever has enjoyed the housing reform policy, purchased affordable housing or participated in fund-raising cooperative housing construction shall not participate in fund-raising cooperative housing construction again. It is strictly forbidden for any unit to engage in shiwupeizu or commercial housing development in disguised form in the name of fund-raising and cooperative housing.
Thirty-third fund-raising and cooperative housing units are only allowed to collect the prescribed management fees, and no profits are allowed.
Thirty-fourth city and county people's governments can determine whether to develop fund-raising, cooperative housing and construction scale according to the local economic development level, housing situation, residents' income and housing price.
Chapter VII Supervision and Administration
Article 35 All relevant departments should strengthen the investigation and punishment of violations of laws and regulations in the construction and transaction of affordable housing: if the land use of affordable housing or fund-raising cooperative housing is changed without approval, the land administrative department will punish it according to relevant regulations. Unauthorized increase in the sales price of affordable housing or fund-raising and cooperative housing, and failure to implement the price violations such as the rent standard of affordable housing formulated by the government price department shall be punished by the price department according to law. Without authorization to sell or rent affordable housing to unqualified families or organize unqualified families to raise funds and build cooperative houses, the competent department of affordable housing shall order the construction unit to recover it within a time limit; Can not be recovered, by the construction unit to repay the same lot of affordable housing or fund-raising, cooperative housing and commercial housing price difference, and the construction unit's bad behavior will be punished.
Article 36 For individuals who resort to deception, conceal family income and housing conditions, and defraud to buy affordable housing or raise funds or build houses in cooperation, the competent department of affordable housing shall recover the purchased housing or the purchaser shall make up the purchase price according to the market price, and may request the unit to which they belong to give administrative sanctions to the applicant; For units that issue false certificates, the competent department of affordable housing shall draw the relevant departments to investigate the responsibility of the main leaders of the units.
Chapter VIII Supplementary Provisions
Article 37 The competent departments of affordable housing of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, together with the administrative departments of planning (development and reform), land and resources, price and finance, may formulate detailed implementation rules in accordance with these Measures.
Article 38 These Measures shall be interpreted by the Ministry of Construction in conjunction with the National Development and Reform Commission, the Ministry of Land and Resources and the People's Bank of China.
Article 39 These Measures shall come into force as of the date of promulgation of the notice. Affordable housing that has been purchased and signed a sales contract or agreement before is still implemented according to the original regulations.
