Characteristics of geological data formation, serving Jiangsu's economic and social development
Geological data is the carrier to record the process and understanding of geological work in different periods, and it is an important basic information resource for the formation of geological work. Since the founding of New China, China has invested more than 700 billion yuan in geological work, and a large number of geological data have been formed in geological work. These data have condensed the painstaking efforts of several generations of geologists and are valuable wealth of the country.
Premier Wen Jiabao once pointed out: "Geological work is the forerunner of economic construction, which runs through the whole process of long-term construction and permeates many aspects of economic and social development. We must strengthen the combination of geological work and economic construction. " As the carrier of geological work serving the society, geological data are widely used in various aspects of national economic and social development, such as geological scientific research, mineral exploration, geological environmental protection, disaster prevention and mitigation. With China's economic development and social progress, the demand for geological data is increasing, and the importance of geological data information is becoming increasingly prominent.
1 Formation and characteristics of geological data
Geological data are divided into three types: original geological data, result geological data and physical geological data, including original geological data in the form of words, charts, audio-visual and electromagnetic media formed in geological work, result geological data, and physical geological data such as cores, various specimens, optical slices and samples. Original geological data refers to the original records, intermediate interpretation data and final manuscripts of geological work results that are directly formed or collected in the process of geological work and reflect geologists' most direct understanding of geological phenomena or geological bodies. Achievements of geological data refers to a set of scientific and technological documents compiled in accordance with certain technical specifications and formats after the completion of geological work projects or phased completion, which exist in the form of words, drawings, tables, multimedia, databases, software, etc., and reflect the final results or phased results of geological work. Physical geological data refers to entities such as rock (ore) cores, specimens, optical (thin) sheets, samples and sub-samples directly collected and formed in geological work.
Archives are various carriers that record the original information of people's social practice. Archives come from social practice and come from various social practice activities of human beings. These social practice activities cover all fields of social life such as material production activities, scientific research activities and social management activities, and archives are a common social phenomenon. Archives record original information, which can be called original historical records, which is the essential feature of archives. Geological data is the record and achievement of geological work activities, the original first-hand information, the most authentic and reliable original information, and has the attribute of archives. Geological data reflects the process of geological exploration and research by geologists, and reflects the material composition, structure, structure and evolution of the earth. Geological data is highly professional and technical. There are many kinds of geological data, including regional survey, marine geological survey, mineral exploration, hydraulic environment exploration, geophysical and geochemical exploration, remote sensing exploration, geological science research, technical method research and so on.
2. Geological data information service
In order to strengthen geological data management and promote geological data information service, the state has promulgated a series of laws and regulations. On March 19, 2002, the State Council promulgated the Regulations on Geological Data Management, which established a unified geological data collection system and provided a legal basis for data work. Since then, the Ministry of Land and Resources has promulgated the "Measures for Implementing the Regulations on the Administration of Geological Data", which makes more detailed provisions on the submission of geological data according to law, and defines the scope, institutions, time limit and process of the submission of geological data. In 2004, the General Office of the People's Government of Jiangsu Province, combined with the actual situation of this province, formulated the Measures for the Administration of Geological Data in Jiangsu Province. In 2006, the Ministry of Land and Resources issued the Format Requirements for Submission of Electronic Documents of Achievements Geological Data to further improve the submission system of electronic documents of achievements geological data and improve the management and service level of digital geological data. In 2008, the Ministry of Land and Resources issued the Measures for the Management of Physical Geological Data, 20 12 Notice of the General Office of the Ministry of Land and Resources on Further Strengthening the Management of Original Geological Data (No.57 [2065438+02]).
In order to further improve the ability of geological work to serve the national economic and social development and give full play to the service function of geological data information, the Ministry of Land and Resources has formulated the Work Plan for Promoting the Cluster Industrialization of Geological Data Information Service in 20 10 (Guo Tu Zi Fa [2010]13) to promote the comprehensive management function of geological data. The "five platforms and one support" of geological data information service and management is the basic project to promote the industrialization of geological data information service. The national symposium on the industrialization of geological data information service cluster proposed to further promote the construction of "five platforms and one support" with the contents of geological data collection and supervision platform, geological data sharing service platform, electronic reading room, oil and gas entrusted management platform, important geological drilling database and management information system. The meeting called for online supervision of geological data exchange by using the exchange supervision platform; Build a comprehensive service platform to provide fast and convenient services for the society; Accelerate the construction of electronic reading room and improve the information level of geological data window service; Improve the oil and gas entrusted management platform; Fully deploy the construction of drilling database; Accelerate the construction of geological data management information system.
Focusing on the "two-oriented" work of geological data, Jiangsu Province takes geological data information as the theme to serve economic and social development, changes the management and service methods, consolidates the service foundation, and enhances the service capacity. In terms of hardware, in addition to computers, plotters, scanners and photocopiers, Jiangsu Geological Archives was newly equipped with a server and installed a geological data management information system in 20 13. In terms of software, 20 10 database has completely digitized geological data, which is conducive to the long-term safe preservation of geological data and facilitates the use of modern means to carry out socialized services. After the digitalization of geological data is completed, the library has set up a platform and an electronic reading room, established and maintained a catalogue database, a classified database and a reserved space database, and upgraded and revised the library website.
The management and service mode of geological data has changed from receiving, keeping and borrowing paper geological data to providing various services such as inquiry, ordering and special topics. Users can log on to the website of Jiangsu Geological Archives, enter the directory query column, and click the directory retrieval system to query quickly and conveniently. Order service is to provide geological information services to users by telephone, fax, e-mail and mail. Users can send the file number or sheet number and format requirements of the required data to Jiangsu Geological Archives. After receiving the above materials, they will provide materials for processing and copying and be responsible for mailing. Thematic services are geological data utilization services that users put forward special requirements, such as thematic consultation, professional training, counterpart editing and research, and electronic document production. Jiangsu Geological Archives negotiates with users, signs agreements in the form of scientific research topics or topics, processes data or materials according to users' needs, and submits the processing results to users. It is precisely because of the solid service foundation that the geological data information service ability of archives is enhanced, and the investigation of ore crushing and the analysis and evaluation of important minerals can be carried out. At present, Jiangsu Geological Archives has completed the integration of geological data in the east of Jiuhuashan copper mine in jurong city, and will carry out the integration of geological data in Ningwu metallogenic belt (Jiangsu area), Suzhou geological data and the construction of coastal geological service system.
3 in the role of economic and social development
Jiangsu Province is located in the eastern coast of Chinese mainland and the Yangtze River Delta, with a total area of 10.26 million km2, accounting for10.06% of the whole country, with a permanent population of 78.98 million, the population density is the highest in all provinces and regions in China, and the per capita land area is the least in all provinces and regions in China. Jiangsu's comprehensive economic strength has always been in the forefront of the country. In 20 13 years, Jiangsu achieved a GDP of 5916.2 billion yuan and a per capita GDP of 74,607 yuan. With the rapid economic growth and coastal development in Jiangsu Province becoming a national strategy, the comprehensive geological survey in coastal areas is weak, and mineral resources, energy and water resources are in short supply. At the same time, problems such as environmental pollution, frequent geological disasters and unreasonable urban planning have also emerged. These problems need to be solved by rational use of geological data and information.
The development and utilization of geological data information can not only provide important support for geological prospecting and land resources management, but also reduce the repeated investment in geological work, reduce the investment risk of mineral exploration and improve the efficiency of geological work. But also provide strong support for major projects such as railways, highways, electric power and water conservancy. Geological data such as environmental protection, disaster prevention and mitigation, agricultural geology, urban geology and coastal geology provide scientific basis for the government to make macro-decisions such as agricultural planning, urban planning and coastal development. Geological data information also provides a lot of geological professional information, including stratigraphy, structure, magmatic rocks, Quaternary, hydrogeology, environmental geology, engineering geology, geophysics, geochemistry, remote sensing and so on. It provides a lot of geological survey information for scientific research.
The development and utilization of geological data information plays an important supporting role in the economic construction of Jiangsu Province, and is of great significance for promoting sound and rapid economic and social development. Jiangsu Geological Archives will further improve its comprehensive strength and strive to build digital archives and even intelligent archives. Strive to extract and integrate relevant information according to the different needs of future geologists, and provide comprehensive, meticulous, accurate and efficient services.
