Chapter I General Provisions Article 1 In order to promote water conservation, build an ecological barrier in northern Guangdong, protect and utilize water resources scientifically, reasonably and efficiently, and build a water-saving society, these Regulations are formulated in accordance with the People's Republic of China (PRC) Water Law, the Measures for the Implementation of the People's Republic of China (PRC) Water Law in Guangdong Province, the Measures for Water Conservation in Guangdong Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to water conservation and its supervision and management within the administrative area of this Municipality. Article 3 The people's governments of cities and counties (cities, districts) shall adhere to the principle of giving priority to water conservation, adhere to the principles of overall planning, rational allocation, classified guidance and comprehensive utilization, implement a total amount control and quota management system, and establish a water-saving mechanism with government guidance, market regulation and public participation. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate water conservation into the national economic and social development plan, formulate water conservation policies, establish an incentive mechanism for water conservation, strengthen financial guarantee, and promote water conservation in the whole society.

City, county (city, district) people's governments at two levels shall establish water efficiency evaluation systems such as water consumption of 10,000 yuan GDP and water consumption of 10,000 yuan industrial added value, and incorporate the completion of water-saving targets and tasks into government performance appraisal.

The municipal water administrative department is the administrative department in charge of water conservation in this Municipality, and the municipal water conservation office is responsible for the management of water conservation in this Municipality. Article 5 The water administrative departments of cities and counties (cities, districts) shall be specifically responsible for the daily supervision and management of water conservation within their respective administrative areas, formulate water conservation plans within their respective administrative areas, formulate water conservation standards, promote the construction of a water-saving society, assess the completion of water conservation objectives and tasks in conjunction with relevant departments, and publish water conservation plans and a monitoring list of key water users according to law.

City, county (city, district) level housing and urban and rural construction departments are responsible for the relevant work of urban water conservation, and implement water conservation requirements according to water conservation policies, plans and standards.

City, county (city, district) level industrial and information technology departments are responsible for the related work of industrial water saving, promote the use of industrial water-saving processes, equipment and appliances and conduct supervision and inspection.

City, county (city, district) level agricultural and rural departments responsible for agricultural water-saving related work, promote the use of farmland water-saving technologies, equipment and appliances.

City, county (city, district) level development and reform departments are responsible for the convergence of water conservation and national economic and social development planning, implement the price policy to promote water conservation, and disclose the progressive price increase and ladder water price standards according to law.

City, county (city, district) level education departments are responsible for promoting schools to strengthen publicity and education on water conservation.

City, county (city, district) level statistics, finance, market supervision, ecological environment, transportation and other relevant departments, in accordance with the division of responsibilities to do a good job in water conservation. Sixth all units and individuals have the obligation to save water, and have the right to stop and report violations of water conservation management. Seventh people's governments at the city and county (city, district) levels should strengthen publicity and education on water saving, popularize water saving knowledge, and enhance the awareness of the whole people on water saving. Newspapers, radio, television, internet and other news media should strengthen public welfare propaganda on water conservation and create a good atmosphere for water conservation in the whole society.

Encourage managers in public places to publicize water conservation knowledge. Chapter II Water Conservation Plan Article 8 The water conservation plan shall be formulated by the water administrative department of the city or county (city, district) according to the total water consumption control index, the development and utilization of water resources and the level of economic and social development. After consulting the relevant departments, it shall be submitted to the people's government at the same level for approval and reported to the water administrative department at the next higher level for the record.

City, county (city, district) level housing and urban and rural construction, industry and information technology, agriculture and rural areas and other competent departments should take measures to implement water conservation planning.

The comprehensive utilization of reclaimed water, reclaimed water and rainwater should be included in the water saving plan.

Urban water-saving planning shall be compiled by planning institutions with corresponding qualifications, and the special urban water-saving planning approved by the people's government at the same level shall be incorporated into the overall urban planning. Article 9 The people's governments of cities and counties (cities, districts) shall formulate and strictly implement the regional total water consumption and water efficiency control system, and establish the control index system of total water consumption and water efficiency in their respective administrative areas. The city's total water consumption control index shall not exceed the total water consumption control index issued by the province, and the total water consumption control index of counties (cities, districts) shall not exceed the total water consumption control index approved by the Municipal People's government. Tenth water units refer to the units that are included in the water permit management and other key water units.

The scope and list of key water users shall be determined by the municipal water administrative department. Eleventh water users should put forward suggestions for the next year's water use plan to the water administrative department before 65438+February 3 1 every year; New water users shall put forward suggestions on this year's water use plan within 30 days before water use. When proposing a water use plan, water users shall provide a water use plan proposal and water use information.

City, county (city, district) level water administrative departments shall, before each year 1+0, issue in writing the annual water use plan of water users within their respective jurisdictions; The water plan of new water users shall be issued within 20 days from the date of receiving the proposal. If the water use plan cannot be issued within the time limit, it may be extended by 10 days with the approval of the person in charge of the management organ, and the water users shall be informed of the reasons for the extension.
