The basis of project cost valuation includes: estimation index (budget index), budget quota, budget quota (comprehensive budget quota), unit valuation table, cost quota (standard), labor quota, construction period quota, budget price of materials and equipment, direct project cost price index, material price index and cost index. Article 6 The estimation index (budgetary estimate), comprehensive budget quota unit valuation table, cost standard, budget price of building materials and direct cost price index applicable to the project valuation in this Municipality shall be compiled and revised in time by the municipal construction administrative department according to the actual needs of the construction projects in this Municipality, and shall be published by the municipal construction administrative department. Seventh municipal engineering cost management institutions shall publish the market price information of building materials in a timely manner every month, as well as the quarterly and semi-annual material price, labor cost, machinery cost index and cost index, and implement dynamic management of engineering valuation. Eighth city engineering cost management institutions should do a good job in the supplement, calculation and release of new materials, new technologies and new technology budget quota projects.
The quota supplementary project in engineering construction shall be reported to the municipal engineering cost management institution for determination and review before it can be adopted.
The computer software of project cost must be appraised and approved before it can be used. Chapter III Compilation and Audit of Cost Article 9 The investment estimate shall be compiled according to the construction scale, standards and main equipment selection, as well as the relevant national, provincial and municipal regulations and estimation indexes, budget estimate quota, comprehensive budget quota, unit valuation table and cost quota (standard), and shall be compiled by the construction unit or its entrusted units with corresponding qualifications in consideration of dynamic factors such as price, interest rate and risk from the preparation period to the completion period. Tenth design estimates should be compiled on the basis of optimizing the construction plan and adjusting and enriching the investment estimate. The design budget of financial investment and financing projects, projects submitted to the State Planning Commission for approval, and projects using foreign government loans shall be examined and approved by the municipal planning administrative department, and the design budget of other projects shall be examined and approved by the municipal construction administrative department.
The technical scheme for the preliminary design of a construction project shall be examined and approved by the municipal construction administrative department. Article 11 The design budget shall be compiled according to the investment plan of the construction project approved by the municipal planning administrative department, on the basis of optimized design, in accordance with the comprehensive budget quota unit valuation table, cost quota (standard) and relevant regulations, and taking into account dynamic factors such as market material price difference, price index and necessary risk coefficient. Design units should design in strict accordance with the planned limit and control the cost.
The construction drawing budget shall be compiled according to the design drawings and the construction organization design scheme in accordance with the method specified in the preceding paragraph, and shall be used as the basis for the construction unit to allocate the progress payment and the construction unit to prepare materials and employ workers. Article 12 For a project contracted by tender, the tender organizer shall prepare the tender documents and bill of quantities according to the design drawings and relevant regulations, and prepare the pre-tender estimate and reserve price according to the unified project, measurement unit and calculation rules. According to the bidding documents, the project physical quantity list and relevant regulations, and in combination with various expenses that may occur in the construction, the bidder makes an independent quotation.
When the pre-tender estimate price of municipal financial investment and financing construction projects exceeds the investment plan, the construction unit shall report to the original examination and approval department for examination and approval. Thirteenth bidding projects should be based on the winning bid price, clear the scope and method of cost adjustment, and determine the contract price of the project.
The contract price should be determined on the basis of the construction drawing budget, combined with the risk factor and the cost range that needs to be adjusted.
The cost of wholly foreign-owned and joint venture construction projects with foreign capital accounting for more than 50% shall be agreed upon by the contracting unit and the contracting unit in the contract. Article 14 The construction unit shall, within 30 days from the date of completion and acceptance of the construction project (if there is an agreement in the contract, the agreement shall prevail), prepare the final accounts of the project according to the actual conditions such as contract cost, engineering design change, force majeure and national policy adjustment, and in accordance with the relevant provisions of the contract, and provide complete relevant final accounts for the construction unit to review. The construction unit shall, within 60 days from the date of receiving the final accounts of the project. The construction units of large and medium-sized construction projects and key construction projects must complete the final accounts within 6 months after the completion acceptance; Other construction projects shall complete the final accounts within 3 months after the completion acceptance.
