The principle of accepting complaints by local consumer associations is based on regional jurisdiction, supplemented by hierarchical jurisdiction, and accepted nearby. Where the relevant consumer associations need assistance, the relevant consumer associations shall give assistance.
In order to protect the legitimate rights and interests of consumers, maintain social and economic order, and promote the healthy development of the socialist market economy, these Regulations are formulated in accordance with the provisions of the Law of People's Republic of China (PRC) on the Protection of Consumers' Rights and Interests and other relevant laws and administrative regulations, combined with the actual situation of this province.
Consumers need to buy or use goods or receive services for their daily consumption within the administrative area of this province, and their legitimate rights and interests are protected by these regulations.
