Henan Construction Bidding Information Network belongs to Henan Bidding Network (hereinafter referred to as Henan Bidding Network). The basic contents of the General Principles of Fire Protection Law for the Construction of Henan Bidding Information Network;

Article 1 This Law is formulated for the purpose of preventing fires and reducing fire hazards, protecting citizens' personal lives, public property and the safety of citizens' property, maintaining public safety and ensuring the smooth progress of socialist modernization.

Article 2 Fire control work shall follow the principle of putting prevention first and combining fire control, adhere to the principle of combining specialized organs with the masses, and implement the responsibility system for fire control safety.

Article 3 The fire control work shall be led by the State Council, and the local people's governments at all levels shall be responsible for it. People's governments at all levels shall incorporate fire control work into the national economic and social development plan to ensure that fire control work is compatible with economic construction and social development.

Article 4 The public security department of the State Council shall supervise and manage the national fire control work, and the public security organs of the local people's governments at or above the county level shall supervise and manage the fire control work within their respective administrative areas, and the fire control institutions of the public security organs of the people's governments at the corresponding levels shall be responsible for the implementation. The fire control work of military facilities, underground parts of mines and nuclear power plants shall be supervised and managed by the competent units.

Where laws and administrative regulations have other provisions on forest and grassland fire control, such provisions shall prevail.

Article 5 All units and individuals have the obligation to maintain fire control safety, protect fire control facilities, prevent fires and report fire accidents. All units and adult citizens have the obligation to participate in organized fire fighting work.

Article 6 People's governments at all levels shall regularly carry out fire prevention publicity and education to raise citizens' awareness of fire prevention.

Education, labor and other administrative departments should incorporate fire control knowledge into teaching and training. The relevant departments in charge of news, publishing, radio, film and television have the obligation to carry out publicity and education on fire safety.

Seventh units and individuals that have made outstanding contributions or remarkable achievements in fire control work shall be rewarded.
