Emergency rescue, emergency repair, disaster relief and other urgent needs, residential interior decoration activities and farmers' self-built low-rise residential construction activities, these regulations are not applicable. Article 3 The term "construction site" as mentioned in these Regulations refers to the place where all kinds of houses, municipal infrastructure projects and their ancillary facilities are built, dismantled and decorated, and supporting lines, pipelines and equipment are installed. Fourth city housing and urban construction departments responsible for the unified supervision and management of the city's construction sites. County-level housing and urban-rural construction departments shall be responsible for the supervision and management of construction sites within their respective jurisdictions in accordance with their duties.
City and county housing and urban construction departments may entrust construction engineering quality and safety supervision institutions to be responsible for the daily supervision and management of construction site quality, safety, civilized construction and pollution prevention.
City and county natural resources and planning, ecological environment, transportation, water affairs, agriculture and rural areas, cultural relics protection, health, emergency management, market supervision, urban management and comprehensive law enforcement departments shall be responsible for the supervision and management of related matters on the construction site according to their respective responsibilities.
The relevant administrative management and administrative law enforcement departments shall establish and improve the information sharing mechanism of administrative license and administrative punishment through various channels such as network government platform, and inform each other of relevant administrative management and law enforcement information. Fifth construction, survey, design, construction, project supervision and other units shall perform the duties of construction site management in accordance with the law, and bear the responsibility of quality, safety, civilized construction and pollution prevention of construction projects. Sixth building construction should save energy and protect the environment, popularize and apply advanced technology, advanced equipment, advanced technology, new building materials and modern management science for safe construction and pollution prevention. Article 7 The municipal and county-level housing and urban-rural construction departments shall evaluate the quality, safety and environmental protection management of enterprise construction sites according to law, and the evaluation results shall be recorded in the credit evaluation system of the construction market and incorporated into the unified management and application of the public credit information platform. Eighth city and county people's governments and the competent departments of housing and urban and rural construction, urban management, comprehensive law enforcement and other departments shall set up a telephone number for the supervision and management of construction sites and accept reports and complaints from the public. The accepting organ shall promptly investigate and deal with it, and inform the informant or complainant of the result. Chapter II Construction Management Section 1 General Provisions Article 9 Where a construction project is subject to general project contracting and general construction contracting, the general contractor shall conduct unified management of the construction site, and the subcontractors shall conduct management of the construction site within the scope of subcontracting.
For professional projects directly contracted by the construction unit, the professional contractor shall accept the on-site management of the general contractor, and the construction unit, the general contractor and the professional contractor shall * * * sign an agreement on the management of safe and civilized construction on the construction site. Article 10 The construction unit shall assume management responsibility for the quality, safety, civilized construction and pollution prevention of the construction site, and perform the following duties:
(a) to apply for a construction permit in accordance with the law, and construction shall not start without a construction permit, and construction shall not start without a temporary construction project planning approval document;
(two) the establishment of construction site quality, safety, civilized construction, pollution prevention and control management institutions, formulate the corresponding management system and assessment methods;
(3) Define the responsibilities of the general contractor and subcontractors, and sign relevant agreements on quality, safety and civilized construction;
(four) regularly organize relevant units to inspect the construction site, and urge the construction units to eliminate hidden dangers in time;
(five) before the implementation of earthwork, it shall obtain the permit for the disposal of urban construction waste, supervise, verify and implement the measures for the prevention and control of dust pollution in earthwork;
(six) the implementation of the project construction, the construction unit and the construction unit shall specify the quality, safety, civilized construction and pollution prevention responsibilities of the construction unit when signing the construction contract. Eleventh construction units are directly responsible for the quality, safety, civilized construction and pollution prevention of the construction site, and perform the following duties:
(a) the establishment of quality, safety and civilized construction management institutions, equipped with full-time management personnel;
(two) the implementation of the construction site quality, safety and civilized construction and pollution prevention measures, the implementation of standardized management of the construction site;
(3) Pay employees' wages in full and on time, handle industrial injury insurance for employees according to law, and encourage the purchase of accident insurance;
(four) the construction site to implement the real-name management of employees, information collection, entry and attendance;
(five) in accordance with the provisions of the employees in production safety, civilized construction, green construction education and training.
