Japanese: Do you call someone "で" or "に"?

Calling someone is the object of action. Like her daughter's phone number.

In Japanese, で means the place where the action takes place, に means the place where things exist, or the object and direction of the action. For example:

The canteen is full of food. Eat in the canteen.

Canteen. In the canteen.

The canteen is ok. Go to the canteen.
