Legal analysis: no inquiry is allowed without the authorization of the property owner or the owner.

Legal basis: Article 8 of the Interim Measures for Inquiring about Housing Ownership Registration Information can be inquired according to the following scope: (1) The owner of the house or his client can inquire about the original registration certificate related to housing rights; (2) The heirs, donees and legatees of the house can inquire about the original registration certificate related to the house; (3) State security organs, public security organs, procuratorial organs, judicial organs, discipline inspection and supervision departments and securities supervision departments may inquire about the original registration certificates directly related to the investigation and handling of cases; (4) Notary institutions and arbitration institutions may inquire about the original registration certificates directly related to notarization and arbitration matters; (5) The parties to an arbitration matter or litigation case may inquire about the original registration certificate directly related to the arbitration matter or litigation case; (6) In case of the circumstances specified in Article 9 of this Law, the original registration documents can be inquired within the scope agreed by the state security organs and military organs.
