On the basis of reaching the recognition standard, the highest standard of teaching fee can be set as the highest grade for inclusive private kindergartens with excellent quality, high satisfaction of the masses, low turnover rate of teachers and the average salary of teachers in the whole park reaching the average salary level of teachers in public kindergartens organized by local government departments.

The Administrative Measures clarify the accreditation standards, accreditation procedures and withdrawal mechanism of inclusive private kindergartens. Inclusive private kindergarten refers to a non-profit private kindergarten recognized by the education department, facing the public, with reasonable fees and qualified quality, and receiving financial subsidies or other government support.

The identification of inclusive private kindergartens shall conform to the conditions of standardized running of schools according to law, reasonable and compliant fees, standardized financial management, up-to-standard running conditions, scientific education and security, reasonable staffing, reasonable wages and benefits, etc., and shall be identified once a year, and the validity period after identification shall be three years.

The education department of the county (city, district) shall, jointly with the departments of development and reform, civil affairs, finance, human resources and social security, market supervision, etc., improve the working mechanism of inclusive private kindergartens, and issue the management rules of inclusive private kindergartens within 90 days from the date of promulgation of these Measures.
