Inclusive private kindergarten refers to a non-profit private kindergarten recognized by the education department, facing the public, with reasonable fees and qualified quality, and receiving financial subsidies or other government support.
The identification of inclusive private kindergartens shall conform to the conditions of standardized running of schools according to law, reasonable and compliant fees, standardized financial management, up-to-standard running conditions, scientific education and security, reasonable staffing, reasonable wages and benefits, etc., and shall be identified once a year, and the validity period after identification shall be three years.

2. Departments of listed education, development and reform, finance and human resources and social security at all levels should strengthen supervision and guidance on the identification, support and management of inclusive private kindergartens in this city.
Implement the relevant funds of the central, provincial and municipal governments to support inclusive private kindergartens, guarantee the wages and benefits of teachers and staff in inclusive private kindergartens according to law, and do a good job in statistics and filing of inclusive private kindergartens.
3. The education department of the county (city, district) shall, jointly with the departments of development and reform, civil affairs, finance, human resources and social security, market supervision, etc., improve the working mechanism of inclusive private kindergartens, and issue the management rules of inclusive private kindergartens within 90 days from the date of promulgation of these Measures.
It is necessary to adjust measures to local conditions, study and determine the funding input and support methods of inclusive private kindergartens, adopt effective management measures and working methods, implement the work requirements of national, provincial and municipal development of inclusive private kindergartens, do a good job in the identification, support and management of inclusive private kindergartens, and promote the healthy and orderly development of inclusive private kindergartens in this region.
