According to the investigation of enterprises, Wuhan Changguang Technology Co., Ltd. is a joint venture established by six enterprises, including Wuhan Changjiang Communication Industry Group Co., Ltd. and Chang Fei Optical Fiber Cable Co., Ltd., which belongs to Wuhan Institute of Posts and Telecommunications, and is a joint venture, not a wholly state-owned enterprise. Although both state-owned enterprises and joint ventures are enterprise forms, there are obvious differences in ownership, mode of operation and profit distribution. So Wuhan Changguang Technology Co., Ltd. is not a state-owned enterprise.
