Legal basis: the pre-feasibility study report of Lanzhou Zhongchuan International Airport Phase III expansion project for approval.
1. In order to meet the needs of the growth of aviation business volume, accelerate the construction of regional aviation hub in Lanzhou, improve the comprehensive support capacity and service level of the airport, improve the regional comprehensive transportation system, and promote local economic and social development, it is agreed to implement the third phase expansion project of Lanzhou Zhongchuan Airport.
Second, this project aims to achieve the goal of passenger throughput of 38 million passengers and cargo and mail throughput of 300,000 tons in 2030. The main construction contents include:
(1) airport project. Flight area grade indicator 4E: build 1 West No.2 runway with a length of 4000m and a width of 45m at 365m east of the existing runway (West No.1), and set up a Class I precision approach system in both directions; At the east side of West Runway 2 1 .870m, newly build1Dongyi Runway with a length of 4000m and a width of 45m, with Class III precision approach system at the north end and Class I precision approach system at the south end; Newly build a 400,000-square-meter T3 terminal, a 9 1 seat platform and a 270,000-square-meter comprehensive transportation center; Supporting the construction of freight, fire rescue and other auxiliary production and living facilities.
(2) Air traffic control project. It will build 1 tower, 3,260 square meters of ancillary business premises, 23,950 square meters of air traffic control work area, as well as air traffic control, communication, meteorology and other facilities and equipment.
(3) Oil supply project. Four new 65438+100000 cubic meters oil storage tanks, the second aviation gas station, apron refueling pipeline and auxiliary facilities will be built.
Three. The total investment of the project is 33.55 billion yuan, including:
(1) The investment in the airport project is 310.75 billion yuan, with a capital ratio of 50%, of which the central government arranges the investment of159 million yuan, the Civil Aviation Administration arranges the civil aviation development fund of 4.05 billion yuan, the Gansu Provincial People's Government arranges the financial fund of 5 billion yuan, the Lanzhou Municipal People's Government arranges the financial fund of 2.5 billion yuan, and the rest is settled by Gansu.
(2) The investment in air traffic control project is 65.438+0.34 billion yuan, and the Civil Aviation Administration has arranged a civil aviation development fund of 65.438+0./kloc-0. 23 billion yuan, and the rest is settled by Northwest Air Traffic Control Administration of Civil Aviation.
(3) The investment in oil supply projects is 460 million yuan, accounting for 40% of the capital. CAO arranges its own funds to solve the problem, and the rest is solved by loans.
4. Gansu Civil Aviation Airport Group Co., Ltd. is the airport project legal person, Northwest Air Traffic Control Bureau of Civil Aviation is the air traffic control project legal person, and China Aviation Oil Co., Ltd. is the oil supply project legal person, responsible for the organization, implementation and management of their respective projects.
5. Survey, design, construction, supervision and procurement of important equipment and materials of the project. , all adopt public bidding, and the bidding organization form is entrusted bidding.
Six, in the follow-up stage, focus on the following work.
(1) Strengthen communication and coordination between military and civil aviation, and further optimize the airspace use plan to meet the airport airspace use demand.
(2) Optimize the construction plan of the airport comprehensive transportation center, implement the ring railway construction of the airport comprehensive transportation hub, and introduce the Lanzhou-Zhangye third and fourth line railway into T3 terminal according to the integration plan of the ring railway and the national railway of Lanzhou Zhongchuan International Airport comprehensive transportation hub; Reserve construction space for the access of urban rail transit lines. Supervise the effective communication and coordination of all construction implementers in this project to ensure the implementation of the integration plan.
(3) Do a good job in connecting the supporting projects of field units such as base airlines with the current projects. Strengthen the planning and control of the surrounding areas of the airport, protect the clearance and electromagnetic environment, and simultaneously build off-site public facilities.
(four) to supervise the implementation of various risk prevention and mitigation measures, and properly handle the compensation and resettlement of land acquisition, noise impact disposal and other issues.
(5) Effectively implement the project construction funds, prevent the risk of new local government debt, increase local government financial support, actively expand financing channels, and provide financial guarantee for the project construction.
