According to the Notice of the Provincial Department of Human Resources and Social Security on Issues Related to the Full Implementation of the Application of Professional Title Evaluation Information System (Qianrenshetong [2022] No.80), this year, the application and evaluation of engineering titles in the whole province (including socialization, independent evaluation and grading evaluation) was carried out on August 1 day, relying on the professional title evaluation information system (hereinafter referred to as the information system).
(1) Information system account creation. The account establishment method shall be implemented in accordance with the Notice of the Provincial Department of Human Resources and Social Security on Issues Concerning the Full Implementation of the Application of the Professional Title Evaluation Information System (Qianrenshetong [2022] No.80). The human resources and social security departments at all levels shall establish accounts for the industry authorities within their respective jurisdictions, and the industry authorities shall establish accounts for the subordinate or managed enterprises and institutions, and the enterprises and institutions shall establish accounts for their reporting personnel.
(2) Complete the filing of the evaluation results of 20021year on time. The evaluation committees of the whole province's engineering series (including independent evaluation units) shall complete the filing of 202 1 evaluation results before June 20. People's social departments at all levels should check the filing of the results of the jury in 20021year before June 24. 202 1 If the results of the annual review are not filed within the specified time, the information system will no longer accept its work in 2022.
(three) the jury issued a notice and the applicant submitted materials. Around the jury formation unit should be in the project series to declare the start date (August 2022 1 day) 30 days before the release of work notice, clear the deadline for the jury to receive materials and other specific matters, detailed description of the application materials upload requirements, non-essential no longer charge paper application materials. (See Annex 1 for the uploading requirements of application materials. )
The entrance for individual application of engineering titles in the whole province (including socialization evaluation, independent evaluation and examination evaluation) was opened at 8:00 on August 1 day and closed at 7: 00 on August 51day. From July 1 day, applicants can log in to the information system to maintain their personal information and upload the application materials, make preparations for submitting the application materials in advance, and click the "declare" button to submit the application materials in time before the declaration entrance is closed. Once the application information is submitted, it cannot be changed by itself. (Please refer to Annex 3 for the declaration process.)
(four) the qualification examination of the employer and the circulation of materials. The employing unit shall carefully examine the qualifications of candidates according to the evaluation conditions. Those who meet the evaluation conditions recommend evaluation (registration) and publicize it in the employer and information system for 5 working days in an appropriate way. After the publicity is completed within 0/0 day (before August 16), upload relevant documents and push them to the next level circulation node. After receiving the materials, each circulation node will complete the review and push them to the next higher level within 3 working days to ensure that the applicant's materials will be pushed to the right place before the deadline for collection by the jury. If the applicant's materials cannot be submitted for evaluation (registration) in time due to the failure to complete the push within the prescribed time limit, the responsibility shall be borne by the unit that failed to complete the push within the prescribed time limit. (Please refer to Annex 3 for the declaration process.)
(5) Registration for primary and secondary school exams for architecture majors. In 2022, the evaluation of primary professional titles of architecture will continue to be based on examinations. Candidates complete the application in the information system within the unified application time of engineering series, and the evaluation type is mainly examination. After passing the qualification examination, pay the fee on Guizhou Personnel Examination Information Network and take the examination. The specific arrangements for the exam will be announced separately.
(six) commissioned review. All localities do not have the conditions for opening evaluation, and the information system entrusts provincial evaluation institutions according to procedures. If the personnel of the central unit in Guizhou need to be audited in our province, the central unit in Guizhou will issue a power of attorney and report it to the Provincial People's Social Welfare Department to establish an account. If the personnel from other provinces need to be audited in our province, according to the relevant provisions of the state, a power of attorney shall be issued by the human society department at the higher level of the unit and reported to the human society department at the same level in our province to establish accounts according to the procedures.
(7) Collection of examination fees. The collection method and payment time of the professional title evaluation fee shall be determined by the jury. If the applicant fails to submit the application materials in the system, no assessment fee will be charged.
(eight) the confirmation and filing of the evaluation results of professional titles. From 2022, the evaluation results of professional titles will no longer be confirmed in the form of paper evaluation forms. After the filing of the evaluation results is completed, the jury will organize the unit to generate the Confirmation Sheet (Sample Form) for Qualification Evaluation of Professional and Technical Positions (see Annex 2), download and print it (in triplicate), which will be collected by the employer or the applicant himself, and stored in personal files after being confirmed by the employer's seal.
(9) Time limit for completion. All review work of engineering series should be completed before 65438+February 3 1, and review in the New Year is not allowed.
Second, the declaration and review conditions
(a) in accordance with the requirements of classified evaluation, the professional (industry) evaluation conditions have been introduced into the engineering series, and the units composed of the relevant provincial industry authorities shall specify the applicable requirements of the evaluation conditions in their respective annual work notices.
(two) the applicant to industry associations, societies and other private awards as a performance declaration, it shall provide relevant certification materials. The performance or academic achievement on which awards are awarded shall not be lower than the similar performance and academic requirements specified in the evaluation conditions.
(III) The application for qualification recognition of deputy senior professional and technical positions in grass-roots engineering series shall be implemented in accordance with the Notice on Regulating the Qualification Recognition of Deputy Senior Professional and Technical Positions in Grass-roots Institutions (Ren Qian She Ting Tong [20 15] 153) and the Relevant Provisions on Qualification Recognition Conditions of Engineering Series Related Professions.
(4) implement the representative system. Focus on the applicant's performance level, innovation ability and practical contribution, and conscientiously implement the system of submitting senior engineer qualification papers.
Three, street titles and professional qualification system related matters
According to the Catalogue of Professional Qualifications and Professional Titles in Guizhou Province (202 1 Edition) (Qianrenshetong [2021] No.64), those who have obtained the professional qualifications of professional and technical personnel without first-class or first-class access in the engineering field can directly declare the deputy senior professional titles of the corresponding engineering series; Those who have obtained the professional qualification of professional and technical personnel with secondary access can directly declare the intermediate title of the corresponding engineering series. Professional and technical personnel with access qualifications shall declare their professional titles, and their achievements and academic achievements shall be obtained after obtaining the qualifications.
Four, continuing education hours and related requirements
Professional and technical personnel should receive no less than 90 hours of continuing education each year (professional and technical personnel working in grassroots and private economic organizations should have no less than 45 hours each year), among which, the hours of professional subjects are generally not less than two-thirds of the total hours.
This year, the public subjects of continuing education will continue to focus on "rural revitalization strategy", "innovation ability construction of professional and technical personnel" and "credit system construction of professional and technical personnel", and professional and technical personnel can choose one of them to study and test in the "Continuing Education Platform for Professional and Technical Personnel in Guizhou Province" (/). 202 1 those who have completed their studies can no longer take the exam, and when they are absent from the exam, they will be supplemented by professional subject hours.
Verb (abbreviation of verb) organization and implementation
(a) the establishment of a professional jury shall timely release the annual work notice within the prescribed time limit, make arrangements for the specific matters of the review, and complete the implementation as soon as possible before the prescribed time limit. The jury units should attach great importance to it, arrange special personnel to be familiar with the laws, regulations, policies and business of title declaration and evaluation, master the information system process, and ensure the smooth and orderly development of the evaluation work.
(two) the employer and the applicant shall strictly implement the system of unit publicity, the applicant and the recommendation unit commitment in the application review, and the applicant and the unit that fail to publicize and sign the letter of commitment as required shall not accept the application materials. All employers should strictly examine the authenticity and accuracy of the applicant's materials. After investigation and verification, the applicant commits fraud, which shall be recorded in the integrity file of the information system from the date of identification, and shall not be declared within 3 years. Those who pass the policy review will be disqualified, and those who pass the review will be disqualified. And in accordance with the relevant provisions, seriously investigate the responsibility of the applicant and the recommendation and audit unit.
(three) the jury units should further intensify their work, do a good job in the policy review of the application materials, and crack down on and punish the dishonesty in the declaration of professional titles according to law.
Before the evaluation is carried out by the jury's constituent units, it is necessary to organize the participating experts to learn the policies, regulations and evaluation conditions for the evaluation of professional titles, guide and urge the evaluation experts to conscientiously perform their duties, carefully review and discuss, prepare the defense topics around their political quality, professional level, work ability, performance contribution and innovation value, and write evaluation opinions. Expert evaluation opinions should not simply copy the policy review opinions, but should be specific, clear and meaningful.
Each jury shall download and print the jury voting form (evaluation result) in time after the voting is completed, which shall be signed by the actual voting members one by one and properly filed.
(four) the project series "green channel" special title evaluation, grass-roots deputy senior identification can be organized and implemented together.
(5) The final calculation time of the applicant's service years (employment time) in 2022 is 65438+February 3, 20221. 65438+February 3 1 Professionals who have reached retirement age and have not been employed (postponed) by human resources and social security departments at all levels cannot participate in the review.
Six, the evaluation results for the record
(1) The organizing unit of the jury shall, within 5 working days after the qualification documents are issued, form the notice of the jury, the publicity list of the evaluation results, the publicity description, the qualification documents, the evaluation report and the voting form of the jury (signed by the judges), and submit them to the administrative department of human resources and social security for the record through the information system.
(two) people's social departments at all levels should timely and conscientiously do a good job of filing the results of the jury review. Reject those that do not meet the filing requirements in time, and fill in the reasons. The problems found in the records shall be communicated with the jury in time and verified according to relevant regulations. If there are problems after verification, it is necessary to urge them to implement rectification.
Other relevant professional title policies not mentioned in this notice shall be implemented in accordance with relevant documents.
