Route situation
The starting point of Lisan Expressway is located in Pingshu, about 4 kilometers southwest of Sansui County, connecting the Yuping-Kaili section of the completed Shanghai-Kunming Expressway, and passing through Sansui, Tianzhu, Jinping and Liping counties in Qiandongnan 17 towns, namely Tailie Town, Bagong Town, Changji Town, Wazhai Town, Tonglin Town, Changkuan Township and Dong Bang Town of Tianzhu County. The terminal connects Liping-Luo Xiang Expressway and Xiamen-Chengdu Expressway, which have already started construction.

Financial problems
According to the principle of multi-owner system for expressway construction in Guizhou Province and the arrangement of the Provincial Department of Transportation, the project from Sansui via Tianzhu to Liping is undertaken by Qiandongnan Prefecture as the project owner.
