Li Jinhua: Don't complain about the lack of audit independence.

A few days ago, Li Jinhua, Auditor-General of the National Audit Office, pointed out in the third training course for city (prefecture) and county-level auditors in 2006 that China's audit has its own characteristics and national conditions, and local audit institutions should not dogmatically compare with foreign countries and should not complain about the lack of independence of audit, which is stipulated by the Constitution and should have a clear understanding.

At present, the audit work in many places is dogmatic. Li Jinhua pointed out that the work from the central government to provinces, cities and counties is very different. We should combine other people's experience with our own reality, mainly starting from our own reality. It is not appropriate to mechanically copy the overall planning of the department to the city (prefecture) and county-level audit institutions. Local audit institutions should recognize the differences, not follow the trend of competition, seek truth from facts, give full play to their own efficiency, do what they can, and have their own characteristics at the same time.

Regarding audit quality, Li Jinhua pointed out that the key is to grasp three links. First, make a plan. Grasp the whole, highlight the key points of project audit, and do something different. Second, whether there are significant risks in the use of funds by the audited entity. For example, misappropriating funds for investment, stock trading and lending to private enterprises. Third, after the audit is completed, it is necessary to accurately and qualitatively grasp the main problems. If major problems are found, it is necessary to give timely feedback to relevant leaders.

Li Jinhua said that after years of hard work, the audit work has achieved the current achievements and established a certain prestige in the society, which is hard-won. But it's easy to break down There is something wrong with the local audit work, and the impact is national and worldwide. Therefore, everyone should have a clear head, cherish the honor and good external environment that more than 80,000 auditors have won over the years, and safeguard, protect and develop well.

Li Jinhua said that at present, the audit work is developing well, the socialist market economy is constantly improving, and many new problems are encountered in the process of transformation. This is an excellent opportunity for audit institutions to play their role, and we should seize this opportunity.
