What is information top-level design?

"Information Top-level Design" originated from a design concept in the field of natural science or large-scale engineering technology. It is aimed at a specific design object, using system theory, starting from high-end overall conception and strategic design, paying attention to the close combination of planning and design with actual needs, and emphasizing the accuracy of design object positioning, structural optimization, functional coordination and resource integration. Judging from the characteristics of its theoretical connotation, it is mainly reflected in the following three aspects:
