Rule number two These Measures are applicable to chemical enterprises (except hazardous chemical production enterprises, hereinafter referred to as enterprises) that are listed in the Catalogue of Industries Applicable to the Safe Use License of Hazardous Chemicals, engaged in the production of hazardous chemicals and meet the quantitative standards for the use of hazardous chemicals. ?
These Measures are not applicable to enterprises that use hazardous chemicals as fuel. ?
Rule three. An enterprise shall obtain a license for the safe use of hazardous chemicals in accordance with the provisions of these Measures (hereinafter referred to as the safe use license). ?
Article 4? The issuance and management of safety use licenses follow the principles of enterprise application, municipal certification and territorial supervision. ?
Article 5? The State Administration of Work Safety is responsible for guiding and supervising the issuance and management of national safety use licenses. ?
The safety production supervision and management departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial safety production supervision and management departments) are responsible for guiding and supervising the issuance and management of safety use licenses within their respective administrative areas. ?
The safety production supervision and management department of the municipal people's government with districts (hereinafter referred to as the issuing authority) shall be responsible for the examination and approval, issuance and management of safety use licenses within their respective administrative areas, and shall not entrust other units, organizations or individuals to implement them. ?

Article 18? When applying for a safe use license to the issuing authority, an enterprise shall submit the following documents and materials, and be responsible for the authenticity of their contents:
(a) the documents and application for the safe use license; ?
(2) A copy of the certification materials that the location and layout of the newly-built enterprise conform to the national industrial policy and the planning and layout of the local people's government at or above the county level; ?
(3) documents on the responsibility system for production safety, a list of rules and regulations for production safety and post safety operation procedures; ?
(four) a copy of the documents on the establishment of a safety production management institution and the full-time safety production management personnel; ?
(five) the main person in charge, in charge of safety, safety production management personnel safety qualification certificate and special operations personnel operation certificate copy; ?
(6) Filing documents of emergency rescue plan for hazardous chemical accidents; ?
(seven) the safety technical specifications and safety labels of dangerous chemicals provided by suppliers; ?
(eight) a copy of the industrial and commercial business license or a copy of the industrial and commercial approval document; ?
(9) Safety evaluation report and rectification result report; ?
(ten) the completion acceptance report of the safety facilities of the new enterprise construction project; ?
(eleven) emergency rescue organizations, emergency rescue personnel, and emergency rescue equipment, equipment and facilities list. ?
Enterprises with major hazards of hazardous chemicals shall submit the documents and materials specified in the first paragraph of this article, as well as the filing documents of major hazards. ?
