After more than 20 years of hasty action to transform China from a self-sufficient centrally planned economy into a limited open market economy, Hu is now leading a country to hold a major debate on how to build a modern harmonious socialist society in the most effective and balanced way. The Cold War was never a voluntary policy of China under socialism, but a cold war sanction imposed from outside. In the past 25 years, China's transition to a market economy has not been divorced from the world trend. When Deng Xiaoping introduced the "open/reform" policy in 1979, the cold war was coming to an end, which was a rational response to a world addicted to the extravagant promises of neoliberalism and free trade. A quarter of a century later, although this reform and opening-up policy has made amazing achievements in bringing China into an interdependent modern world, the obvious imbalances caused by it, such as excessive dependence on exports, widening income gap, regional development gap, rampant official corruption, serious environmental crisis and the almost complete collapse of social service networks and safety nets, are causing people to rethink the wisdom of trusting the empty promises of neo-liberal globalization. Young people are destined to shoulder the heavy responsibility of national reconstruction, economic prosperity and cultural rejuvenation. They have no objection to the necessity of further opening up and reform. The focus of the debate is the correct definition and path of opening up/reform: whether to accept neo-colonialism and reform aimed at social inequality and moral decay, or whether to accept that as a strong and peaceful country, it will occupy a legitimate position in the equal and reformed world order of free and sovereign countries and carry out creative and scientific socialist construction on the basis of equality, justice and freedom for all.
