Regulations of Guizhou Province on Informatization

Chapter I General Provisions Article 1 In order to standardize information management, speed up information construction and promote economic development and social progress, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to information planning, information resources development and utilization, information engineering construction, information technology development and application, information security and related management activities within the administrative area of this province. Article 3 The development of informatization follows the principles of overall planning, resource sharing, pragmatism and high efficiency, innovation-oriented, safety and reliability. Article 4 People's governments at or above the county level shall incorporate informatization development into the national economic and social development plan, improve the leadership and coordination mechanism of informatization work, coordinate and solve important problems in informatization development within their respective administrative areas, arrange special funds for informatization construction, and encourage all sectors of society to increase investment in informatization construction.

The people's governments of townships and towns and sub-district offices shall promote the informatization construction in their respective jurisdictions. Fifth people's governments at or above the county level shall be responsible for the unified planning, organization, coordination, supervision and management of information development within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall do a good job in the management of information development within their respective responsibilities. Sixth people's governments at or above the county level shall formulate preferential policies and measures to promote the innovation of modern information technology and the development of information industry, and promote the application of information technology through government procurement, publicity and education, training and assessment.

The people's governments at or above the county level shall commend the units and individuals that have made outstanding contributions in the development of informatization. Seventh to encourage and support information research, information technology related personnel training and introduction, strengthen the popularization of all kinds of information knowledge and skills.

Popularize information technology education in primary and secondary schools and encourage the development of information technology vocational education.

Radio, television, newspapers and the Internet should carry out information publicity, education and popular science activities. Chapter II Informatization Planning Article 8 The people's governments at or above the county level shall, according to the requirements of the national and provincial informatization development strategies, make scientific predictions, make overall plans and coordinate, and organize the compilation of informatization development plans in light of the actual situation. Article 9 The competent department of informatization of the provincial people's government shall, jointly with relevant departments, prepare the provincial informatization development plan according to the national informatization development plan and the provincial national economic and social development plan, and submit it to the provincial people's government for approval before promulgation and implementation.

The administrative department of informatization of the people's government at or above the county level shall, jointly with relevant departments, formulate the development plan of informatization of the administrative region according to the development plan of informatization at the next higher level and the national economic and social development plan of the administrative region, which shall be audited by the administrative department of informatization of the people's government at the next higher level and promulgated for implementation after being reported to the people's government at the same level for approval.

The special plan for informatization development compiled by the relevant departments of the people's government at or above the county level shall conform to the special plan for informatization development in the administrative region and the special plan for informatization development at the next higher level, and shall be reported to the administrative department of informatization of the people's government at the same level for the record.

The formulation of information development planning should solicit opinions from all sectors of society. Article 10 The information administrative departments of the people's governments of provinces, cities divided into districts, autonomous prefectures and regional administrative offices shall, jointly with the departments of transportation, radio, film and television, and urban and rural planning, formulate plans for the construction of public information infrastructure such as communication networks, computer networks, radio and television networks in their respective administrative regions according to the information development plans at the corresponding levels, and incorporate them into urban and rural planning after being approved by the people's governments at the corresponding levels or regional administrative offices.

New construction, expansion and reconstruction of public information infrastructure shall meet the planning requirements. The construction of public information infrastructure should be based on the principle of resource sharing and realize interconnection. Eleventh information construction should be carried out in an orderly manner in accordance with the information development plan. After the information development plan comes into effect, no unit or individual may change it without authorization; If it is really necessary to change, it shall go through the examination and approval procedures in accordance with the prescribed procedures.

The administrative department in charge of informatization shall announce the informatization development plan and its implementation to the public and accept social supervision. Chapter III Development and Utilization of Information Resources Article 12 People's governments at all levels shall strengthen the construction of basic databases such as population, legal persons, natural resources, spatial geography and macroeconomics. The information administrative department of the provincial people's government shall, jointly with the relevant departments, formulate and improve the standards for the development of information resources in the province, and strengthen the guidance on the development of information resources. Thirteenth state organs at all levels should make full use of the basic database to build the business database of their own industries and departments; Unless it involves state secrets or laws and regulations, the basic database construction unit shall provide information services for state organs. Fourteenth state organs at all levels shall collect, publish and update government information in a timely manner according to law, strengthen the management of government information, ensure the truthfulness and accuracy of government information, and take confidentiality measures to prevent the loss, disclosure or abuse of government information.

The competent information department of the provincial people's government shall organize the establishment of a catalogue of government information resources, standardize the activities of administrative organs to collect government information, avoid repeated collection of information in the catalogue of government information resources, and promote resource sharing and interconnection. Fifteenth the following information, unless otherwise stipulated by the state, the relevant state organs shall, within 7 days after the formation or change of this information, publish it on the government public information network for free inquiry by units and individuals:

(a) regulations, rules and other normative documents;

(two) the institutional setup, functions and responsibilities of state organs;

(three) the matters, basis, conditions, matters that need the attention of the applicant, quantity, procedures, time limit, implementation subject and results of the administrative license;

(four) charging items, standards and basis;

(five) other government information that should be disclosed according to law.
